Problems/Comments

In October 2024, four underground storage tanks (USTs), (one 15,000-gallon gasoline UST, one 10,000-gallon gasoline UST, one 15,000-gallon dual compartment gasoline, and one 10,000-gallon diesel UST), associated piping, and nine dispensers were decommissioned and closed. During the closure and decommissioning, a site assessment/release investigation (SARI) was conducted. Analytical samples collected throughout the UST systems, excavations, and stockpiles contained concentrations of contaminants greater than ADEC cleanup levels.

2/20/2025 Workplan Requested ADEC Approves the Revised Site Assessment/Release investigation (SARI) report. The revised SARI indicates that in October 2024, four underground storage tanks (USTs) (one 15,000-gallon gasoline UST, one 10,000-gallon gasoline UST, one 15,000-gallon dual compartment gasoline UST, and one 10,000-gallon diesel UST), associated piping, and nine dispensers were decommissioned and closed. A SARI was conducted during the closure and decommissioning. Analytical samples collected throughout the UST systems, excavations, and stockpiles contained concentrations of contaminants greater than ADEC cleanup levels. Based on recommendations from the consultant, ADEC agrees with the following be conducted at the site: Conduct further site characterization and/or cleanup activities to progress the site toward closure. Prepare a correction action plan (CAP) in accordance with 18 AAC 78.250 to delineate the extent of contaminated soil and evaluate whether petroleum-impacted groundwater is present at the site. If impacted groundwater is encountered, a groundwater sampling program will need to be developed for this site. Kris Dent
4/15/2025 Site Characterization Workplan Approved ADEC approves the work plan for further release investigations. The scope of work described in the work plan is to advance eight soil borings, install eight groundwater monitoring wells, and collect analytical soil and groundwater samples to further characterize and delineate the extent of contamination at the site. Four soil borings (B1-B4) will be advanced in the vicinity of the former Gasoline underground storage tank (UST) system, and the remaining four borings (B5-B8) will be advanced in the vicinity of the former gasoline/diesel UST system. Borings will be advanced where the highest contaminant concentrations were documented during the UST site assessment/release investigation. Kris Dent
12/10/2025 Site Characterization Report Approved Approval letter sent for the “Release Investigation - Former Holiday Station Store NO. 650” report, dated November 2025. Results of the release investigation showed diesel range organics (DRO) (613 milligrams per kilogram (mg/kg)) at a depth of 0.0 to 2.5 feet below ground surface (bgs) in Boring B6 above ADEC Method Two migration to groundwater cleanup levels, 250 mg/kg, respectively. The remaining soil borings did not contain concentrations of analytes exceeding cleanup levels. All groundwater samples collected did not contain concentrations of analytes exceeding ADEC Table C cleanup levels. Based on analytical results from soil and groundwater samples, contamination at the site has been characterized and delineated, and does not pose a risk to human health or the environment. A groundwater monitoring well decommissioning work plan is requested. Kris Dent
