Site Report: Petro 49 Ketchikan Tank Farm

Problems/Comments
A sheen was first discovered by ADEC during an inspection in March 2022 in the Upper Tank Farm. Sheening has continued to be observed by ADEC staff at multiple subsequent inspections, including the most recent one which was conducted in June 2024. A sample of free product was taken from inside the secondary containment area (SCA) of the Upper Tank Farm in December 2023 and the analysis showed that DRO was significantly above clean up levels. Additionally, Petro 49 provided a product sample analysis from December 2019 taken from a similar area and it showed elevated lighter end distillates consistent with a gasoline product. The sheen has been observed migrating off-site and affecting a down-gradient property owned by Stonetree Veterinary Services. Alaska General Seafoods has also lodged complaints about fuel odors coming out of the storm drains on their property. The USCG has identified what they believe to be the outfall from the upper tank farm which empties onto a beach on the Tongass Narrows on the North end of the Petro 49 Lower Tank Farm. There have been many mystery sheens reported in this area of the Tongass Narrows, but no source has been pinpointed. Petro 49 has been sending weekly updates including a report and photos of the sorbents used to mitigate the migration as requested by the department since 6/24/2024.
