Conditional approval of "Iliamna FAA Station Work Plan/Health and Safety Plan, Sample Groundwater/Excavate Fuel Affected Soil, FAA Iliamna Station, Iliamna, Alaska" dated August 1, 2001, prepared by Montgomery Watson. The plan proposed sampling existing monitoring wells, decommissioning wells in the area of a planned apron extension, excavation of fuel contaminated soil and reconstructing a long-term stockpile cell. The Department approved the decommissioning of the wells only if new wells are installed to characterize and monitor the extent of DRO groundwater contamination. |

Approved the final work plan describing remedial actions and site characterization activities at 12 areas of concern at the Iliamna Station including the RTR Site, the NDB Site, and the Former Quarters Facility (contains 10 areas of concern). The purpose of the planned remedial investigation is to identify the nature and extent of hydrocarbon contamination at the areas of concern by using an ultraviolet optical screening tool (UVOST) and collecting soil and groundwater samples. The Hydrocarbon Risk Calculator will be used to assess the risk posed by each area of concern. Soil containing diesel range organic concentrations greater than 12,500 milligrams per kilogram based on previous sampling will be excavated and landspread on site for treatment. |

REPORT REVIEW: Draft Remedial Investigation (RI) reports for Seven Sites at Iliamna Station. Dated January 2017. Prepared by Bethel Services. The Department reviewed the HRC data for all eleven sites at the FAA Iliamna Station and it appears that the site-specific data in the report are based on wet bulk density rather than dry bulk density. As such, Method Three calculation could not be performed with the site-specific data provided. The Department recommended that FAA collect additional site-specific data from Iliamna station such that a Method Three calculation can be used. |

On September 7, 2016, the Department participated in a teleconference with FAA and Bethel representatives to discuss the status of the Remedial Investigation reports. During the meeting, FAA indicated that the site-specific data presented was indeed for dry bulk density. The Department had previously advised FAA that Method Three calculations could not be performed with the site-specific data provided as it appeared that the data presented were for wet bulk density rather than dry bulk density. The Department agreed to take another look at the site-specific data and revisit the Method Three Calculations. |

Letter issued to FAA regarding 11 sites at Iliamna Station: FAA previously requested that the Department perform Method 3 calculations using the HRC provided in two Remedial Investigation Reports dated October 2016 and January 2017. When entered into the Method Three calculator, the site-specific data presented in both RI reports results in lower alternative cleanup levels than those cited under 18 AAC 75.341. At this time, the Department cannot concur with FAA’s recommendations to close sites at Iliamna Station. Additional investigation and/or remediation are needed to make further determinations. |
