Staff reviewed a Remedial Investigation Report for groundwater monitoring at sixty-four former UST sites and one lube pit (vehicle maintenance). Most of the USTs were used for heating at various buildings at the old Seabee Base and were removed in 1998. Of the sixty-six sites, 21 are proposed for closure under method 2/3, and 45 require further action. Staff has requested further clarification on the method three calculations for soil. Several calculations are presented as having identical input parameters, but different cleanup levels. |

One assembly member mentioned that there had been some public concern about a thermal treatment operation that may soon be operating in the Bell's Flats area. Residents were concerned about air emissions from the facility. The COE briefed the community and assembly on the planned work for the 2002 season. Staff, the COE and their contractor also performed site inspections at several sites. |

Staff reviewed a 2001 Removal Action Report for Buskin Beach. Eight former UST sites were further excavated to achieve Method 2 cleanup levels. Of the 64 original sites, five remain that need to be addressed by further cleanup (these five sites are being cleaned up this season). The landowner and DEC have preliminarily agreed to apply institutional controls for 25 sites that meet 10 times Method 2 alternative cleanup levels (ACL). The application of the ACL depends on the Corps of Engineers agreeing to install a public water line to the various distribution points that will service the impacted lots. A battery disposal area was also cleaned to Method 2 levels by soil excavation. |

The Buskin Beach FUDS consists of about 60 separate sites the majority being small area with diesel range organic (DRO) impacts in soil and groundwater from underground storage tanks (USTs). There are also some other Contaminants of Concern at various sites including TCE and lead. The FS compares several remedial alternatives to address remaining contamination including on-site and off-site treatment, chemical oxidation, monitored natural attenuation (MNA), and providing an alternative drinking water source to the area. The Lube Pit site was impacted with TCE in soil from past military activities. Approximately 2,500-tons of soil contaminated over the 20 micrograms per kilogram cleanup limit was excavated and disposed off island. There is still soil remaining on site over the cleanup limit. The Corps of Engineers (COE) tried to close the area using the 95% upper confidence limit approach, but the statistic methods used were not acceptable. Contaminated sites staff conducted site visits and meetings for several Kodiak FUDS including Building A-711, Drury Gulch, Airport Staging Area, and Buskin Beach. Staff conducted an extensive site walk of Drury Gulch which experienced significant erosion and sedimentation onto the cap as a result of a 100-year storm event during which 8 inches of rain fell on Kodiak Island within 24 hours. The USACE is conducting long term monitoring at both Drury Gulch and Building A-711. Groundwater sampling was conducted at A-711 during the week of this site visit. Sediment will be sampled from the cap surface, outside the fenced area, and in the lower drainage areas of Drury Gulch later this summer. Extensive erosion control, reseeding, and sediment removal is also planned later in 2010. The Airport Staging Area is also being scheduled for a round of groundwater monitoring for October 2010. The site visit was attended by USACE, ADEC, and contracted FES personnel. A meeting was conducted on May 21 with USCG environmental management staff at the Kodiak Base Support Unit to discuss the status of visited sites with emphasis on the storm water drainage issues resulting from Drury Gulch. |

ADEC staff traveled to Kodiak, AK and participated in two full days of annual project delivery team meetings and site visits together with stakeholder representatives from ADEC, U.S. Army Corps of Engineers, and Natives of Kodiak. The objectives of the annual project delivery team meetings and site visits included discussing the status and prioritization of site cleanup and management efforts, project implementation schedules, and inspecting and confirming land use status and current site conditions at each of the Buskin Beach Formerly Used Defense Sites. |
