Problems/Comments

Groundwater Zone 2 (OT28). Eskimo Creek Dump (SS22). The site is located west of Commercial Drive along a bluff overlooking Eskimo Creek. The dump area is located on both sides of Eskimo Creek and extends northeast from the intersection of Eskimo Creek and the Naknek Road for approximately 1,800 feet. Aerial photographs and visual observations indicate drums and other metallic debris were randomly scattered along the bluff at one time, although very little debris is currently visible. Low levels of TCE and several other contaminants have been detected in Eskimo Creek Dump monitoring. No contamination exceeding site applicable cleanup levels has been identified. Zone 2 is east of Eskimo Creek and the area is known as the base industrial area. Zone 2 consists of the following current sites: Old Power Plant (SS020), Refueler Shop Building 149 (SS021), Eskimo Creek Dump (SS022), Groundwater Zone 2 (OT028), Suspected Pesticide site (OT018), Dry Well site (DP013), Gravel Fill Pad and Disposal Area (DA034), Drum Storage Area 4 and Trench (SA043), 1-mile pipeline, and the biocells. A Record of Decision for Final Remedial Action (signed by ADEC in December 2002, and awaiting Air Force signature) records this site as requiring final cleanup action and NFRAP. The dump will be addressed by a vegetated soil cap with long-term monitoring. The final remedy for this site includes; removing surface debris, filling in surface depressions to facilitate surface water drainage and minimize ponding, revegetating the cap surface, implementing institutional controls, installing new monitoring wells, and annual long-term monioring with a 5-year review.

12/18/2002 Record of Decision The Record of Decision for Final Remedial Action at Groundwater Zone OT028 (Zone 2), Waste Accumulation Area 3 (SS017), Eskimo Creek Dump (SS022), Refueler Shop (SS021), and Old Power Plant Building (SS020) was signed by ADEC on December 18, 2002. The selected final remedies include: monitored natural attenuation of the TCE, BTEX, and GRO plumes with annual sampling, institutional controls on drinking water wells, and a 5-year review for OT028; site closure for SS017; vegetative soil cap, annual long-term monitoring (LTM), institutional controls on excavations and other subsurface activities, and 5-year review for SS022; and transfer to UST compliance section for continued operation of bioventing systems since contamination is associated with former state-regulated USTs, annual LTM, institutional controls of excavations and other subsurface activities, 5-year review, and confirmation soil samples to obtain site closure for SS021 and SS020. The 350 determination has been granted for the A-Aquifer, with application of the 10x rule for soil and groundwater. 10/21/2008 Site Visit ADEC staff took part in a site visit to a number of pertinent sites at King Salmon Air Station over a 2 day visit. Sites, especially the pending Multi Site Inspection sites, were inspected for any visible evidence of contamination and potential sampling locations as the work plans are still being formulated. ADEC staff was accompanied to all of the sites by the Project managers from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, a discussion of the Multi-SIte inspection project, an update on the status of the Groundwater Zone 5 Records of Decision, and a brief discussion concerning the TCE treatibility Study in Groundwater Zone 1. The next RAB meeting has been tentatively scheduled for April 21, 2009. Jonathan Schick

The monitoring wells that were worked on during this program were located in all of the groundwater zones and at many of the individual sites at the installation. 5/15/2018 Document, Report, or Work plan Review - other ADEC approves the 'Final 2017 Five-Year Review, King Salmon Divert, Naknek Recreation Camp I, Naknek Recreation Camp II, Alaska, November 2017' in a letter dated May 15, 2018. Land Use Controls have not been fully implemented at any groundwater zones at King Salmon Divert. Recommendations include: finalizing the decision document for Zone 7, determine the extent of drinking water wells at Lake Camp (number of wells, depth of wells, and groundwater gradient), and fully implement LUCs by updating public land records for non-USAF owned properties. 3/11/2021 Update or Other Action ADEC sent a letter to the Air Force (dated March 11, 2021) requesting additional sampling at this site to determine current TCE contaminant concentrations in groundwater. RAOs listed in the ROD exceed the current regulatory cleanup levels in 18 AAC 75. As recommended in the 2017 Five-Year Review, the ROD for Groundwater Zone 2 should be updated to reflect current regulatory cleanup levels. Additionally, TCE concentrations at the Eskimo Creek Dump were in exceedance of the current regulatory cleanup levels at the time of monitoring well decommissioning. ADEC is therefore unable to evaluate this site for closure and requests additional sampling be conducted to determine current contaminant concentrations. Sammi Castle
