Problems/Comments

Groundwater Zone 5 (OT31). Landfill Number 3 was former base landfill from 1969 to 1976. Material disposed included shop waste, construction debris, and drums of unknown contents. The landfill is situated within bluffs with a stream running through the site.

Sites were inspected for any visible evidence of contamination and potential sampling locations. 4/15/2008 Update or Other Action ADEC staff participated in a Restoration Advisory Board meeting at the King Salmon Air Station. Community members are encouraged to attend and view a presentation of the most recent sampling program where data is available. Main topics discussed were the TCE plume that is in Groundwater Zone 1 where a treatibility study is being conducted to see the possible influence of adding an enhanced in-situ bioremediation product that is engineered to break down chlorinated solvents. The other main topic discussed was the results from the basewide monitoring event at all of the Groundwater Zones from 2007. Jonathan Schick

Sites, especially the pending Multi Site Inspection sites, were inspected for any visible evidence of contamination and potential sampling locations as the work plans are still being formulated. ADEC staff was accompanied to all of the sites by the Project managers from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, a discussion of the Multi-SIte inspection project, an update on the status of the Groundwater Zone 5 Records of Decision, and a brief discussion concerning the TCE treatibility Study in Groundwater Zone 1. Sites were inspected for any visible evidence of contamination and to become more familiar with the layout and topography of the area. ADEC staff was accompanied to all of the sites by the Project manager from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, a discussion of the Multi-Site inspection project which is entering Phase II this summer, an update on the status of the Groundwater Zone 5 Records of Decision, and a brief discussion concerning the TCE treatibility Study in Groundwater Zone 1. 10/26/2009 Site Visit ADEC staff traveled to King Salmon with the new RPM for the King Salmon Air Station to tour the sites and look at the excavations that were completed during the 2009 field season. Several sites were inspected and overall the sites appeared to be secured with orange snow fencing and visqueen covering the stockpiles to prevent ponding and migration of contaminants. While in King Salmon staff attended and participated in a Restoration Advisory Board Meeting to meet with the public of King Salmon and discuss the results from the latest round of base-wide sampling and to discuss the progress of the excavations that were conducted during the summer. 10/20/2010 Update or Other Action ADEC staff conducted a site visit to pertinent sites at King Salmon Air Station over a 2 day visit. Sites were inspected for any visible evidence of contamination and to observe some of the work that is being conducted to remove POL impacted soils and PCB impacted soils at OT010. ADEC staff was accompanied to all of the sites by the Project manager from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, remedial action cleanup programs, and management of the IDW and soil in the biocells set up to add oxygen to the soil matrix to aid the degradation of the petroleum hydrocarbons. Land Use Controls have not been fully implemented at any groundwater zones at King Salmon Divert. Recommendations include: finalizing the decision document for Zone 7, determine the extent of drinking water wells at Lake Camp (number of wells, depth of wells, and groundwater gradient), and fully implement LUCs by updating public land records for non-USAF owned properties. 3/26/2021 Document, Report, or Work plan Review - other ADEC approved the Final Groundwater Zone 5 - Circle Landfill (LF006) and Landfill No.3 (LF007) Expanded Remedial Investigation Work Plan, King Salmon Divert, Alaska, dated March 2021, in a letter on this date. The objectives of the work plan are to gather information to better understand the remaining nature and extent of contamination at the landfills and determine whether further remedial action is necessary to protect human health and the environment. LF006 and LF007 are located on land owned by Paug-Vik Inc., and were used from the early 1950s through 1960s and from 1969 through 1976, respectively. 6/30/2022 Risk Assessment Workplan Approved The ADEC approved the King Salmon Divert (Groundwater Zones 1, 2, and 5) and Naknek II Screening-Level Ecological Risk Assessment Work Plan, Final (dated June 2022). The work plan describes the approach to conduct a phased Screening-Level Ecological Risk Assessment across various sites within Naknek II and Groundwater Zones 1, 2, and 5 areas located in King Salmon, Alaska. The objectives of this work plan are to quantitatively and/or qualitatively evaluate baseline or existing exposure and risks to ecological receptors from chemicals released into the environment during site operations. The work plan aims to address a total of seventeen sites for contaminants such as metals, petroleum hydrocarbons, volatile organic compounds, semivolatile organic compounds, polychlorinated biphenyls, per- and polyfluoroalkyl substances, pesticides, dioxins and furans. 3/3/2023 Document, Report, or Work plan Review - other DEC reviewed and provided comments regarding the Groundwater Zone 5 Expanded Remedial Investigation Report and Human Health and Ecological Risk Assessment for Sites FT003, LF006, LF007, DA037, Preliminary Draft, dated January 2023.The report describes the expanded remedial investigation activities and risk assessment conducted during the 2021 field season for the Former Fire Training Area 3 (FT003), Circle Landfill (LF006), Landfill No. 3 (LF007), and Debris Drums (DA037) sites located in groundwater zone 5 in King Salmon, Alaska. The goal of the report was to resolve existing data gaps from previous investigations and define the nature, extent, and risk associated with existing contamination at the sites. The 2021 field work included soil, groundwater, surface water, and sediment sampling, geophysical investigations, and test pitting. The report recommended to proceed with a Phase I RI for per- and polyfluoroalkyl substances (PFAS) at LF006, risk management for cadmium, aroclor 1254, and aroclor 1260 at DA037, and no further action for FT003, and LF007. 11/6/2024 Cleanup Complete Determination Issued DEC issued a Cleanup Complete Determination to the Air Force for the King Salmon AS GWZ 5 LF007 Landfill No. 3 site. The site was formerly used as a landfill by the U.S. Air Force from 1969 to 1976. The waste causing the contamination at the site included general refuse, scrap metal, scrap equipment, and some quantities of shop waste, including paints. The contaminants of concern identified in soil at this site were diesel range organics, residual range organics (RRO), lead, mercury, 1,2,4 trimethylbenzene, ethylbenzene, napthalene, 1,4-dichlorobenzene, benzo(a)anthracene. After review of the site characterization data, DEC determined the migration to groundwater contamination to be de-minimis. RRO and lead were the only contaminants that exceeded DEC’s Method Two human health cleanup levels in the soil. Table B1/B2 Human Health Soil Cleanup Levels. The singular RRO exceedance was bound vertically and horizontally by detections of RRO that were below DEC’s most stringent cleanup levels and was determined to be representative of a soil stain or area of de-minimis contamination. Per 18 AAC 75.380(c)(1), a 95% upper confidence limit was calculated for lead and results indicated that subsurface soil residual lead contamination is below the DEC’s Method Two human health cleanup levels and remaining concentrations of lead are considered de minimis. Lead - Total < Method 2 Most Stringent Soil Per 18 AAC 75.380(c)(1), a 95% upper confidence limit (UCL) was calculated using laboratory analytical soil sample results from 1992 and 2021 (See enclosed ProUCL Calculations). The 95% UCL indicated that subsurface soil residual lead contamination is 164.1 mg/kg which is below the DEC Method Two Cleanup Level for Ingestion and remaining concentrations of lead are considered de minimis and below human health cleanup levels.
