Problems/Comments

Eareckson AS is situated on Shemya Island, approximately 1,500 miles southwest of Anchorage, Alaska at the westernmost tip of the Aleutian Islands. Shemya Island is part of the Near Islands group of the Aleutian Archipelago. The U.S. Army first developed facilities on Shemya Island in 1943 to support operations against the Japanese occupation forces on the nearby islands of Attu, Agattu, and Kiska. In 1954, the site was deactivated, and was turned over to the Civil Aeronautics Authority in 1955. In 1958, the Air Force returned to Shemya Island to support various Air Force and Army strategic intelligence gathering activities. It has remained active in this capacity to the present. In 1995, the station was downsized and reverted to caretaker status and a private operation and maintenance contractor took control of the facility under contract to the Air Force. Shemya Island is owned by the U.S. Government and is under the jurisdiction of the United States Fish and Wildlife Service (USFWS) as part of the Alaska Maritime National Wildlife Refuge. SS007 is located on the northwest end of Shemya Island adjacent to the Abandonded Tank Farm (ST046). SS007 is the West End Oil/Water Separator (Separator Ponds 1-5), which historically consisted of a series of ponds designed as a remedial action to intercept oil-contaminated surface water drainage from area upgradient of the ponds, such as the Power Plant and an abandoned tank farm. Used oil and diesel are still present. Groundwater at 20 feet below ground surface. Site is a surface water drainage. Removal of Ponds 1 and 2 was completed in 1994. Engineered wetlands constructed in 1998 to attenuate hydrocarbons at Pond 3. The system now consists of three ponds and an Engineered Wetland area.

9/1/1984 Preliminary Assessment Approved Installation Restoration Program, Phase I Records Search, 5073rd Air Base Group, Shemya Air Force Base, Alaska (dated September 1984) prepared by JRB Associates. The oil/water separator is located at the old gravel pit sites on the west beach. This facility is an unlined gravel impoundment approximately 50 feet in length by 25 feet wide. The Air Force built a dike around the shore in the area of the gravel pit to provide protection from storms and sea surge. This dike has formed impoundments which now act as a fail safe for the separator by preventing oil spills from reaching the ocean. It was observed that the soils and tundra in the vicinity of the oil/water separator are saturated with soil and standing water had oil sheens. The rocks downstream of the separator are oil stained. Fumes near the facility are very strong. Potential for contamination exists at this site. Former Staff
11/22/1985 Update or Other Action CH2M Hill trip report dated 1985.John Lambert showed CH2M Hill workers the oil-water separator they had recently constructed. It is located down-gradient from the diesel oil tank farm and collects a major amount of storm runoff from this area. The separator is a surface impoundment constructed primarily from broken rock and gravel transported from the north side of the island. A pipe installed in a slanted position on the downhill end of the pond serves as the outlet for water. There are no skimming facilities for removing oil. Former Staff

9/25/1987 Update or Other Action Shemya Field Trip Notes, September 15-19, 1987. Prepared by CH2M Hill. Observed three connected ponds as part of the drainage system on the northwest part of the island near the oil tank farm. A very slight oil sheen was noticed in some areas of all three ponds. A strong petroleum odor was noted near and downstream of Pond No. 5. Pockets of oily sediments were observed in this area; blackened sediments that were oily to the touch. Former Staff

The west end oil/water separator is a series of three earthen ponds constructed near the Bering Sea coast, southwest of the fuel tank farm. Its function is to intercept at least a portion of the oil-contaminated surface waters draining from areas to the northeast before they get to the ocean. 8/10/1990 Update or Other Action Installation Restoration Program, Stage I Final Technical Report for Shemya Air Force Base, prepared by CH2M Hill. The West End Oil/Water Separator is a series of five unlined, earthen ponds constructed near the Bering Sea cost. Its function is to intercept at least a portion of the oil-contamination. The discharge from Pond 5 appears clear. However, after passing through the culvert beneath the road, it contains an oily sheen. This is one of four sites recommended for the highest priority future investigations due to it potentially affecting the base water supply. Former Staff

6/25/1991 Update or Other Action Site Summaries for Shemya Air Force Base, Alaska Installation Restoration Program. Continuing problems may be ongoing due to POL seepage through the peat layer south toward the oil/water separator area. Additionally, the likely source of POL contamination for Ponds 1 and 2 may be underground storage tanks at the Power Plant, as well as old POL seeps that may migrate, over time, though the peat layers towards the ponds. It is recommended that the existing oil/water separator ponds be upgraded considering the POL seeps and future fuel spillage. Pond remedial design construction is anticipated for 1992. Dan Hartung

The groundwater will be assessed using 12 wells because the site is so large and complex. The major concern is related to TPH contamination in soil, surface water, and groundwater. Restoration of PS-3 will be considered complete after: 1) significantly contaminated soil is either removed or otherwise controlled, and 2) significant groundwater contamination is not detected at monitoring wells. 2/1/1993 Update or Other Action Shemya Air Force Base, Alaska 1992 Installation Restoration Program Field Investigation Report, prepared by CH2M Hill; report finalized in February 1993. During the 1992 investigation, a limited geophysical survey was conducted in the immediate vicinity of four of the five ponds to determine if any large quantities of buried metal was present. The survey indicated the following: 1) A utility line is located on the south side of the road between ponds 1 and 2, and a culvert connects the two ponds. 2) A small area of buried metal is present near the southeast side of Pond 2. 3) Two probable utility lines were detected near the road on the north side of Pond 3. A small anomaly, possibly a small piece of scrap metal, was observed on the southeast side of the pond. Ray Burger

12/1/1993 Update or Other Action Eareckson Air Force Station (formerly Shemya AFB, Alaska) 1993 Installation Restoration Program Basewide and Limited Source Investigation Workplan. Prepared by Jacobs Engineering Group. An LSI will be conducted during 1993 to determine if early action(s) is warranted for the discharge from the oil/water separator to the tidal pool, or for floating product removal from any of the wells or ponds. During the LSI surface water samples will be collected of the effluent from the oil/water separator, in addition to groundwater, samples collected from the well points installed around each of the three areas. 8/1/1994 Update or Other Action Community Relations Plan submitted by Jacobs Engineering. SS07 is considered to be a POL source area. Contaminants detected in previous studies include TPH and lead. 12/15/1994 Update or Other Action Final Remedial Investigation, Workplan Addendum, 1994 Field Season, Eareckson Air Station, Alaska (formerly Shemya AFB, Alaska). Prepared by Jacobs Engineering Group. A removal action will be conducted at Ponds 1 and 2 during the 1994 field season. The ponds will be drained, and the sediments will be excavated to a depth of approximately 3 feet below the bottom of the ponds. Confirmation samples will be taken. The objectives of the 1994 investigation at SS07 are to characterize any soil contamination left in place following the removal actions, further evaluate the extent of groundwater contamination, and establish hydraulic control. 6/15/1995 Interim Removal Action Approved Eareckson AS, Remove/Replace Ponds 1 and 2 West End Oil/Water Separator, Final Report. Prepared by 611 CES/CEOR. Surface runoff is intercepted by shallow ditch which direct the water to Pond 1. Pond 1 was connected to Pond 2 by a 10 ft long culvert. This project started with the collected of pre-excavation samples, followed by excavation work, followed by grab and confirmation samples. The excavated pit at Ponds 1 and 2 was backfilled with clean material and an impermeable liner was placed in the pit. The new oil/water separator pond was completed and in service on 14 Dec 94. 8/1/1995 Update or Other Action Technical Memorandum 1995 Field Activities submitted by Jacobs Engineering. Work to be performed at SS07 will concentrate on the newly constructed pond near former Ponds 1 and 2 and the area adjacent to Pond 3. The following activities are planned: 1) One surface water sample will be collected at the location of the new pond. 2) Near Pond 3, one surface-water and one sediment sample will be collected from within the drainage downgradient from Tank 123. One surface-water sample and one sediment sample will also be collected at the inlet to Pond 3. 3) Flow measurements will be collected if surface water is observed in the pond, and at locations within the drainage from Tank 123. 8/1/1995 Update or Other Action Remedial Investigation/Feasibility Study Report Volume I submitted by Jacobs Engineering. P450 screening, used to identify potentially impacted tidal areas, sediment toxicity testing and chemical analysis were completed at SS07. Mussel tissue sampling and analysis were completed only at the tidal pond adjacent to SS07. SS07 Ponds 1 through 5 support aquatic habitat in Management Zone 7. Hazardous constituents detected in MZ7 are primarily confined to the SS07 drainage. Ray Burger
1/1/1996 Update or Other Action Technical Memorandum, Results of 1995 IRP Field Program (dated January 1996). At SS07, three surface water samples and two sediment samples were collected in 1995. No VOCs were detected in either medium, but a variety of inorganics were detected in concentrations greater than background. A visible fuel sheen was observed in the drainage ditch originating from stained soils along the bank. Ray Burger
3/15/1996 Site Characterization Report Approved Final Remedial Investigation / Feasibility Study Report, Volume IV, Eareckson Air Station, Alaska (Formerly Shemya Air Force Base Alaska). The primary exposure points evaluated at the SS07 source area included the three remaining oil/water separator ponds, the drainage between the ponds, and the tidal pool at the west end of the drainage. After evaluating all environmental media and performing Tier I screening and a Tier II quantitative risk assessment, the only exposure pathway and potential ecological risk was the surface water at Pond 3. The presence of a slight hydrocarbon sheen presents a physical hazard to environmental receptors. The sources of the hydrocarbon sheen are sediments in Pond 3, the diesel ponds in the ST46 drainage, and the Tank 123 drainage ditch. Ray Burger

1/1/1998 Update or Other Action Remediation Plan for SS07 Engineered Wetland and ST46 Well Decommissioning submitted by Jacobs Engineering. The remedial action objective for Pond 3, eliminating the petroleum hydrocarbon sheen, will be achieved through construction of an engineered wetland. The engineered wetland will enhance natural biological degradation of petroleum hydrocarbons in the surface water by providing an environment for degradation to occur and by controlling the hydraulic residence time of the water. 8/1/1998 Update or Other Action Basewide Monitoring Program Work Plan submitted by Jacobs Engineering. The current site status of SS07: Ponds 1 and 2 were removed in 1996, and a sheen has been noted on Pond 3. The most recent site investigation results for SS07 indicated that POL constituents were present in soil and groundwater at levels which could pose a potential risk if contaminant exposure resulted. A remedial action was identified for the downgradient of the pond area to promote degradation of the fuel sheen identified on the surface of Pond 3. Field team will perform a site inspection to note extent of hydrocarbon sheen on the surface of Pond 3. 4/29/1999 Update or Other Action Remedial Action Report and Operation and Maintenance Manual SS07/ST46 Engineered Wetland submitted by USAF. The wetland system was installed to intercept and treat surface water flow containing a hydrocarbon sheen from Source Areas ST46 and SS07, by enhancing the natural biological degradation of hydrocarbon content through the use of plants and by providing a means of controlling surface water residence time. Other remedial actions performed include construction of drainage channels to direct ST46 surface drainage into the wetland, the removal of two small fuel impacted puddles and associated sediments in the ST46 drainage, the capping of petroleum impacted soils underneath the wetland area. Two nearby backup water supply wells were disabled during this remedial activity. Gretchen Pikul
6/18/1999 Update or Other Action Remedial Investigation Baseline Groundwater Monitoring Report, August - September 1998, Basewide Monitoring Activities and Findings - Final dated June 18, 1999. The BMP identified floating fuel product removal activities for three wells at this site, however, the field team was only able to recover product from one well. About 0.07 gallons of product were successfully removed from well AP1470 using a bailer. Groundwater samples were collected at two site wells next to Pond 5 to identify upgradient flow characteristics for Pond 5, and downgradient characteristics of the former Ponds 1 and 2 areas. A single surface water sample and a sediment sample were also collected from the downgradient drainage area of the Pond 3 outflow. Analytical results are listed. Gretchen Pikul

1/31/2000 Update or Other Action Comprehensive Basewide Monitoring Report, June 1999 Basewide Monitoring Activities and Findings submitted by USAF. The Engineered Wetland at SS07 has been effective in reducing the presence of the persistent hydrocarbon sheen and concentrations of related organic compounds in surface water in the SS07 drainage. Floating fuel product observed at SS07 wells has steadily decreased over time. The following recommendations are made for SS07: 1) Continue to monitor wells MW-19 and MW-37 every 2 years. 2) Continue to remove product from wells AP1218 and AP1470 on a yearly basis until no product is encountered in two consecutive events. 3) Continue to monitor Engineered Wetland Inlet and Outlet locations for VOCs, SVOCs, and DRO every year. 4) Continue to visually monitor surface water below wetland for hydrocarbon sheen. 5) Continue to monitor sediment below wetland every 4 years. 7/24/2000 Update or Other Action SS07 Engineered Wetland Optimization Plan Final dated July 24, 2000. There are two primary objectives of this project: 1) determine if the remedial objectives of the Engineered Wetland are being met and 2) optimize the operation of the wetland to make sure it meets, or continues to meet, the remedial objectives. The first objective will be completed by: a visual inspection of the wetland area, measuring flow through the wetland, and a collection of environmental sediment and surface water samples. Based on the results of the visual inspection and sampling, the best methods for optimizing remedial effectiveness of the wetland area will be determined. Gretchen Pikul

7/27/2001 Update or Other Action Year 2000 Basewide Monitoring Program Report submitted by USAF. Samples were collected from the two wells (MW-19 and MW-37) to monitor groundwater conditions downgradient of the site. Samples were collected at the Engineered Wetlands to quantitatively evaluate the performance of the wetland in passively degrading hydrocarbons present in the surface water in the SS07 drainage. A visual inspection of the Engineered Wetland was conducted to observe any hydrocarbon sheen on the surface water within the cells and at the outlet. In addition to the collected of environmental samples, floating fuel product was removed from two wells near Tank 123. Floating fuel product observed in two wells (AP1218 and AP1470) near Tank 123 have shown a steady increase over time. Surface water and sediment sampling has shown the Engineered Wetland is functioning as intended in reducing DRO concentrations. Groundwater results show that VOC concentrations have generally increased in MW-37, but only DRO was detected above cleanup levels. Gretchen Pikul

Cumulative ecological His in excess of 1.0 were estimated for the mallard and rock sandpiper. Exceedence of the ecological HI criterion of 1.0 for these receptors was attributable to the presence of DRO in fresh surface water and sediment. 9/1/2008 Update or Other Action CERCLA Record Of Decision West End Oil/Water Separator Ponds (SS007) Underground Storage Tanks at Building 100 (ST039) submitted by USAF. Environmental media of interest at SS007 are surface water and sediment only. Groundwater below SS007 will be addressed under the ERP Site ST046 Decision Document. There are no CERCLA hazardous substances identified as COCs or COECs at the two ERP sites; therefore, there is no authority to take action under CERCLA. Since no remedy is being selected under CERCLA for SS007, it is not necessary to determine if the remedy meets the statutory requirements. Jonathan Schick
2/12/2009 Record of Decision ADEC staff (J. Halverson) signed the Non-CERCLA Decision Document for the West End Oil/Water Separator Ponds (SS007) and Underground Storage Tanks at Building 110 (ST039) at Eareckson Air Station. The signing of this Decision Document was delayed because of disagreements over monitoring only surface water and sediment at the SS007 site, which is an engineered wetland designed to slow the flow and capture contaminants before the surface water discharges into the marine environment. The State wanted to ensure that the groundwater and soils in the area were adequately characterized before a decision could be agreed upon. The USAF and ADEC concurred that the groundwater and subsurface soil impacts in the area would be characterized in the ongoing RI work at ST046, a former large tank farm just upgradient of the engineered wetland. The signature page was modified with the following language, “ST046 is upgradient from SS007 and is suspected to be a source for contamination w/in SS007. Due to uncertainty on groundwater/surfacewater interaction, the sources of petroleum contamination w/in SS007, the extent of soil contamination , and the fact that this Decision Document is focused on impacts to surface water /sediment, ADEC reserves the right to request additional characterization or cleanup in the future, if these issues are not adequately addressed in the ST046 ROD/Decision Document.” The original signature page was mailed to the 611th CES and a copy was inserted to the State’s copy for our records. Per the Decision Document for SS007, the selected remedial action was ICs that allow the Engineered Wetland area to perform as intended and long-term monitoring to gauge the attenuation of hydrocarbons over time. As part of the upcoming field event, the following field activities will be completed: 1) Surface water samples will be collected from the Pond 3 inlet, Pond 3 outlet, and at a downstream location near the discharge to the tidal area at Shemya Falls. Surface water samples at these locations will determine DRO, TAH and TAqH concentrations. 2) Sediment samples will be collected from the inlet and outlet of Pond 3 and further downstream near the tidal area at Shemya Falls to determine DRO and RRO concentrations. This scope of work is not sufficient to meet the long term monitoring objectives outlined in the most recently established RODs. The USAF will hold a scoping meeting with ADEC to plan additional well installation to meet these long term monitoring requirements. Three surface water samples will be taken from SS007 and tested for DRO, BTEX, PAHs, TAH, and TAqH. Four Sediment samples will be taken at SS007 and tested for DRO and GRO. Jessica Morris

As directed by the Site SS007 decision document, sampling can only be discontinued after two consecutive monitoring events where the target analyte concentrations are below their risk based cleanup levels. 1/8/2019 Institutional Control Compliance Review The Alaska Department of Environmental Conservation (ADEC) Contaminated Sites Program received a copy of the Final Long Term Monitoring and Institutional Controls Inspection Report for Eareckson Air Station. The report is accepted as final documentation of the field activities. The report is approved with the conditions noted in the ADEC’s comments 1/8/19 letter. The field efforts completed are not considered sufficient to meet the overall long term monitoring requirements outlined in the site records of decision and regulations for closure end point criteria. 4/27/2022 Update or Other Action On 4/27/2022 ADEC approved the Eareckson Air Station, Alaska, REMEDIAL PROCESS OPTIMIZATION REPORT dated April 2022. This Remedial Process Optimization (RPO) Report presents an evaluation of the effectiveness of current selected site remedies and makes recommendations for optimization of the IWM Program, as appropriate to establish a more integrated groundwater monitoring program at Eareckson AS. RPO is a systematic approach for evaluating and improving the effectiveness of site remediation without increasing site risk. This RPO Report presents a site-by-site evaluation of effectiveness of the sites selected remedy and provides recommendations to: • Streamline groundwater monitoring. • Develop a holistic approach to site management. • Maintain the remedial action objectives (RAOs) set forth in established Record of Decisions (RODs) and Decision Documents (DDs). Contaminants above cleanup levels remain present at most sites with stable or non-discernable trends.
