Staff participated in a site inspection and public meeting with the Army Corp of Engineers and Jacobs Engineering. The Beach Seep area is still present but there was no evidence of free product on the beach or seeping out of the bluff. The tide was out at the time we were on-site and we were able to inspect the tidal flat area and found no evidence of fuel product or harm to the near marine areas. We also reviewed the Stapp Creek area and the asphalt seeps in preparation for the RI work that will begin there next week. Jacobs presented to the community an overview of the activities that will be occurring with the RI and the following FS. The information was well received and there were only questions to clarify some of the activities. |

Geophysical survey in suspect areas in the BSA revealed no remaining sources. Test pitting in conjunction with sediment screening and sampling, on the beach showed the active, visible seep is currently approximately 100 feet long. Sediment contamination was found to extend about 250 feet and a new monitoring well, MW-15 was installed at the northern extent of the contamination (preexisting MW9 is located near the southern extent of contamination. A second monitoring well, MW14 was installed south of the extent of sediment contamination in an attempt to determine the dissolved phase boundary of groundwater contamination on the beach. Inland test pitting and soil boring activities, along with soil screening and sampling, show the previously removed diesel aboveground storage tank was the source of extensive hydrocarbon contamination from ground surface to groundwater. Surface soil sampling in the dry streambed and gully found that area to have low levels of contamination. Groundwater sampling and free product surveys showed free product on the beach and in some inland wells, and extensive dissolved phase hydrocarbon contamination throughout the BSA. Based on the extensive contamination in the BSA groundwater, which is being fed by the remaining soil contamination under the removed AST and the contaminated soil upgradient in the DDA, continued operation of the high vacuum extraction system to remediate groundwater contamination is recommended. A pilot test is currenly being conducted on the beach to evaluate various other remedial options to prevent discharge of contamination to the marine environment. Evaluation of pilot test results and other remedial alternatives under the FS is recommended.
In the Drum Disposal Area expansive geophysical surveying confirmed by test pitting at suspicious geophysical anomalies, reveled no remaining sources in the DDA. Test pitting and soil borings, in conjunction with soil screening and sampling, were used to define the vertical and lateral extents of contamination beyond the perimeters of previously remediated areas DDA-A through -D, the Western Pipeline Excavation and the Western Anomaly Excavation. Subsurface lateral soil contamination limits were determined for all previous excavations. Soil contamination was found to extend to groundwater below DDA-A, DDA-D and the WAX areas, and monitoring wells were installed in those locations. Surface soil sampling was performed at truck fills TF#1 and #2, the Pump House and the area near the Reave Avenue and Baranov Road intersection and no notable contamination was discovered. Groundwater sampling and free product surveys showed extensive hydrocarbon contamination throughout the middle to eastern extent of the DDA's groundwater. Remaining pipelines in the area were found to be extremely discontinous, empty and clean and were abandoned in place. Based on the extensive groundwater and subsurface soil contamintion, contnued operation of the HVE is recommended. Evaluation of remdial options under the FS is recommended. |

The report presents the results of annual groundwater sampling events at the East West Runway (EWR) and the Beach Seep Area. The results showed that free product and groundwater contamination by petroleum products is still present in both areas. The visible stain on the beach appears to continue to get smaller but is still visible and the monitoring wells on the beach contain diesel range organics above cleanup levels.
2014 was the sixteenth year of treatment system operation at the Beach Seep Area. The soil vapor extraction and bioventing systems continue to remove petroleum contamination from the site with an estimated total of 92,000 pounds total over the sixteen years.

2014 Operations and Maintenance Report. The volume of free product recovered this period (225 gallons) was higher than in 2013. The average monthly recovery for this reporting period was 17 gallons per month, which was lower than the operational goal of 20 gallons per month. Vapor-phase recovery decreased from last year. The contaminant removal rate dropped from 8.4 pounds per operational day in 2013, to 1.6 pounds per operational day in 2014.The visibility of surface staining at the BSA has continued to diminish in the past year, indicating that the HVE system is still effectively removing free product and preventing discharge to the beach. The 2014 stain area is smaller than that of 2013. |

DEC approved the 2015 Annual Report. The HVE system treated and reinjected 188,562 gallons of groundwater and recovered approximately 75 gallons of free product. In comparison to the previous operational year, there was a decrease in hours of operation and in gallons of free product recovered. It was recommended that an alternative operational strategy be implemented as an attempt to maximize the efficiency of the system while continuing to maintain a high free product recovery rate. The bioventing blower operated on scheduled rotation for 291 days of the 365-day performance period and contributed to the biodegradation of an estimated 370 gallons of hydrocarbon contamination. |

On August 23-24, DEC performed a site visit at all the Cold Bay Fort Randall FUDS sites: Beach Seeps Area (BSA)/Drum Disposal Area (DDA), UST 1 (formerly referred to as E-West Runway) and Milepost 4 (MP4) and Milepost 5 (MP5) areas. While visiting the High-Vapor Extraction (HVE) system in the BSA/DDA, DEC was notified that the HVE system had been experiencing mechanical problems and had been offline since June 2017. The HVE system was restored on August 22, 2017 but went offline again on August 23, 2017. At the time of the site visit, the contractor was working to restore the HVE system. In addition to the site visits, DEC also attended a public meeting to discuss results from previous years work and go over upcoming work. |

DEC has approved the 'Final 2016 Cold Bay Annual Report' dated August 2017, for Cold Bay Fort Randall Beach Seeps and E-West Runway sites. The final report describes the 2016 operations and maintenance (O&M) for the high-vacuum extraction (HVE) and bioventing treatment systems. The operational readiness of the HVE system dropped between 2015 and 2016, primarily due to the failure of both vacuum pumps and excessive turnaround time for repairs. It was recommended the HVE system should operate under a pulsing strategy since a 4-month forced system shutdown was effective at removing higher quantities of product. The 2016 bioventing activities (soil-gas monitoring), indicated lower levels of microbial activity were occurring across the extent of the drum disposal area (DDA) in comparison to previous years. Monitoring well results show diesel range organics (DRO) above cleanup levels across the DDA/Beach Seeps area. Stain along the beach continues to be visible. The final document also includes monitoring well results from the E-West Runway site (UST 1). DRO, gasoline range organics (GRO) and lead remain above cleanup levels. |

DEC has reviewed the 2023 Cold Bay Annual Report Fort Randall Cold Bay, Alaska Draft Dated June 2024. The document describes 2023 operations and maintenance (O&M) for the high-vacuum extraction (HVE) and bioventing systems as well as groundwater monitoring for the 2023 field season. The HVE system was not used for product extraction in 2023. The bioventing system remained off for the 2023 operational year. Eight samples were collected for groundwater monitoring analysis. From the analyses performed there were exceedances of diesel range organics (DRO), benzene, naphthalene, total aromatic hydrocarbons (TAH), and total aqueous hydrocarbons (TAqH). The report recommends continued monitoring at the site. |

DEC provided responses to comments for the "2023 Cold Bay Annual Report Fort Randall Cold Bay, Alaska, Draft (dated June 2024)" to the U.S. Army Corp of Engineers. The report recommends continued monitoring during the 2024 performance period by; measuring free product, collecting free product levels from extraction wells on a quarterly basis, and use static groundwater elevation data from HOBO data loggers and deployed transducers to model seasonal groundwater trends, tidal induced fluctuation, hydraulic conductivity, and product migration. Annual groundwater monitoring is planned to continue in 2024. |

The letter alleges that the U.S. Army Corp of Engineers (USACE) and Jacobs began site characterization activities in Cold Bay, Alaska without an approved work plan as required by Alaska regulations 18 AAC 75.335(b). DEC requested a written response addressing the concerns by November 16, 2024. |
