Problems/Comments

Four groups of WWII era drums were abandoned near the southern end of Captains Bay. Contaminants of potential concern include the drums (solid waste) and diesel range organics. There is a potential for ordnance and explosive waste from past military activities. The area was used by the military during World War II. Several munitions magazines and revetments for tents and quonset huts remain. Area residents report that mounds of soil that are present did not exist before WWII and that two deep craters on the south side of the road are munitions demolition craters. A WWII firing range is located off the SE side of the road and ordnance related debris was found during the drum removal.

8/25/1999 Interim Removal Action Approved DEC received the final 1998 SI/IRA/RA Report on Amaknak and Unakaska Islands, by Jacobs Engineering, dated Aug. 1999. The report documents that ~380 WWII era drums mostly empty, but some containing sludge, water and/or soil, were removed from this site during 1998. Approximately 60 cubic yards of petroleum contaminated soil were removed and thermally treated. - The fieldwork included a survey for unexploded ordnance (UXO), which identified ordnance related material including empty casings (.30 cal and 20mm, rifle clips, practice rifle-grenade parts, a live .30 rifle grenade cartridge, shipping containers for 155mm projectiles and other ordnance related debris). - The report recommended no further action; note - DEC did not concur with this recommendation, but requested further investigation. 6/5/2000 Site Characterization Report Approved DEC received the Comprehensive Remedial Investigation Report on Amaknak/Unalaska Islands, by Jacobs Engineering, dated May 2000. The report documents removal and characterization work at the four drum areas near Port Levashef. Approximately 380 drums and 60 cubic yards of petroleum contaminated soil were removed. No further action is recommended for drum groups 1 and 4. Further characterization is recommended for groups 2 and 3. The report documents two large craters off the side of the road, which are reportedly craters left behind from open burning/detonation of ordnance following WWII. John Halverson
9/5/2001 Update or Other Action DEC received the final 2000 Island-wide Report on Amaknak/Unalaska Islands, by Jacobs, dated August 2001. The report documents a downgradient monitoring well was installed at drum area 2 and drum area 3. Soil screening and sampling was done on a grid across both sites. Elevated metals were noted in soil at drum area 3. Further groundwater monitoring is planned. John Halverson
11/26/2001 Update or Other Action DEC received the final 2001 Island-wide Workplan, Amaknak/Unalaska Islands, by Jacobs. It calls for resampling an existing monitoring well at drum area 2 and conducting further characterization using a grid pattern across drum area 3. John Halverson
7/3/2002 Site Characterization Workplan Approved DEC received the final 2002 Island-wide workplan from Jacobs Engineering. It calls for additional soil sampling at drum area 3 (it states that 2001 sampling showed inorganics at levels near background and regulatory levels) and resampling the monitoring well on-site. 6/13/2003 Update or Other Action DEC received the final 2001/2002 Island-wide SI/RI/IRA report from Jacobs Eng. Confirmation sampling at Drum Group 2 showed soil and groundwater meet applicable cleanup levels and that site is recommended for no further action. Groundwater samples from Drum Group 3 met cleanup levels, but a localized area of soil containing elevated lead (1,590 mg/kg) was identified. A limited soil removal and confirmation sampling are recommeded for Drum Group 3. John Halverson

9/14/2010 CERCLA Proposed Plan The draft final Proposed Plan #8 was received to ADEC addressing Port Levashef Management Area 12. Port Levashef Drum Group 3 and Lone Drum 1 was recommended for Alternative 2 (Corrective Action Complete/Cleanup Complete with ICs) becuase remaining As contamination is most likley naturally occuring. Port Levashef Drum Groups 1, 2, 4 and Lone Drum 2 were recommended for Alternative 1 (Corrective Action Complete/Cleanup Complete with NDAI) becuase the contaminant sources had been removed to the extent practicable, remaining DRO contamination is minimal and below method THree ACLs. Contamination does not appear to be migrating to groundwater, and the Cd at Drum Group 3 that was detected in 2000 did not exceed cleanup levels in 2001, nor does it any longer appear to be a contaminant of concern for the site.
