Problems/Comments
Four groups of WWII era drums were abandoned near the southern end of Captains Bay. Contaminants of potential concern include the drums (solid waste) and diesel range organics. There is a potential for ordnance and explosive waste from past military activities. The area was used by the military during World War II. Several munitions magazines and revetments for tents and quonset huts remain. Area residents report that mounds of soil that are present did not exist before WWII and that two deep craters on the south side of the road are munitions demolition craters. A WWII firing range is located off the SE side of the road and ordnance related debris was found during the drum removal. 7/22/2025 Contaminants of concern included Barium, Lead, Cadmium and diesel range organics. The area has had multiple characterization and cleanup activities, including a UXO Clearance. The site meets DEC standards for closure regarding the COCs. Lead, Barium, Cadmium are below Method Two Table B CULs. DRO is below site-specific ACLs. However, there are parts of the UXO report that are incomplete. The site will remain open until USACE completes a UXO investigation that fills the data gaps or agrees to ICs.

The report documents that ~380 WWII era drums mostly empty, but some containing sludge, water and/or soil, were removed from this site during 1998. 6/5/2000 | Site Characterization Report Approved | DEC received the Comprehensive Remedial Investigation Report on Amaknak/Unalaska Islands, by Jacobs Engineering, dated May 2000. The report documents removal and characterization work at the four drum areas near Port Levashef. Approximately 380 drums and 60 cubic yards of petroleum contaminated soil were removed. No further action is recommended for drum groups 1 and 4. Further characterization is recommended for groups 2 and 3. Port Levashef Drum Groups 1, 2, 4 and Lone Drum 2 were recommended for Alternative 1 (Corrective Action Complete/Cleanup Complete with NDAI) becuase the contaminant sources had been removed to the extent practicable, remaining DRO contamination is minimal and below method THree ACLs.
