Problems/Comments

Texaco leased the property and operated a bulk plant at the site from 1958 to 1982. Willner’s Fuel Distribution then leased the site and operated a bulk plant at the site from 1982 to 1993. A total of 12 aboveground storage tanks (ASTs), five 2,020-barrel capacity and seven 476-barrel capacity, were located on the southern portion of the site. The five larger AST’s were removed from the site in 1994 and historically contained No. 1 and No. 2 diesel, unleaded gasoline, and regular leaded gasoline. The smaller ASTs historically contained No. 10 oil. Two of the ASTs (one large and one small) were reportedly rented to a chemical company and contained silicone. The fuel holding and dispensing facilities were removed from the site sometime between 1994 and 2000. Groundwater at this site is contaminated with diesel range organics (DRO), gasoline range organics (GRO), residual range organics (RRO), and benzene, ethylbenzene, toluene, and xylenes (BTEX). 12/1/1990 Site Characterization Report Approved (Old R:Base Action Code = SI - Site Investigation). DOT contracted Shannon and Wilson, Inc. to investigate site for proposed right-of-way. Their report, "Final Report: Ilinois Street and Minnie Street Connector Hazardous Waste Field Investigation, Phase II" dated 12/90 reports that 2 of 5 soil samples taken from a soil boring were found to have TPH levels exceeding 100 ppm with a range of 22 - 13,000 ppm TPH, with the highest level of contamination occurring near the water table. 2 of 5 soil samples had trace concentrations of 1,1,1-tricholorethane (0.03 and 0.06). Eleven wells were sampled in June with maximum concentrations of 175 ppb benzene (TH-17) 3,160 ppb GRO (TH-1), and 103,000 ppb DRO (TH-1). Other VOCs were below cleanup levels. 3/24/2004 Site Characterization Report Approved Site assessment report submitted. Seven soil borings and six monitoring wells were installed. BTEX, GRO, DRO, RRO, VOCs, PAHs, and PCBs were analyzed. Petroleum compounds, 1,1,2-trichloroethane, and 1,2-dirbromoethane were detected above cleanup levels in the soil. Secor looked for potential injection wells on the property (based on pictures in the file) but was unable to locate any of them. Secor also destroyed two monitoring wells at the request of the railroad and one domestic well at the request of ADEC. The domestic well had been place at the site by an illegal subtenant and was reportedly hooked to a toilet at one time. Janice Wiegers

12/28/2005 Update or Other Action Reviewed the Second Semi-Annual 2005 Groundwater Monitoring Report. According to the report the new monitoring wells that were installed downgradient of the site (MW-7, MW-8, and MW-10) all contained groundwater contamination above ADEC cleanup levels. 1/11/2008 Update or Other Action DEC received the Second Semi-annual 2007 Groundwater monitoring Report for Former Chevron Bulk Plant, Fromer Texaco Bulk Plant and Former Unocal Bulk Plant. Samples from monitoring wells MW-1, MW-9, AR-81 and AR-85 did not contain target analytes above the DEC cleanup level. DRO's in wells MW-2 and MW-3 doubled from the previous sampling event. Other wells levels remained fairly consistent with previous levels. ARCADIS BBL recommends eliminating PAH, volatiles (continue BTEX), and EDB analysis in these wells. Tamara Cardona-Marek
1/31/2008 Update or Other Action DEC received the 2007 Site Assessment Report for the Former Chevron Bulk Plant, Former Texaco Bulk Plant, and Former Unocal Bulk Plant. Soil samples and vapor probe gas samples were collected at the site. Vapor probe gas samples exceeded screening levels for ethylbenzene and benzene at depths of 5 and 8.5 feet for benzene and 8.5 feet for ethylbenzene. From three soil samples collected on the property two exceeded cleanup levels for benzene and two exceeded cleanup levels for DRO's and GRO's. ADEC requested that only one sampling event takes place this year and efforts are focused on developing graphs and plume maps that demonstrate contaminant reduction over time. MNA parameters should also be measured at the site during sampling events. Arcadis will do a Phase I assessment to determine if additional plume delineation to the west is needed. Groundwater Use Restrictions The groundwater should not be used for drinking water (or any other purpose) until such time that groundwater cleanup levels are achieved. If there is a groundwater well on your property, the water must meet regulatory cleanup levels . If the groundwater exceeds the cleanup levels (as determined by approved water sample analysis), it should either be treated to meet those levels or the well should be decommissioned in accordance with ADEC procedures. The installation of any new groundwater wells should be coordinated with ADEC.
