Problems/Comments

Amaknak and Unalaska Islands were used by the military during World War II. The Japanese bombed Dutch Harbor and Fort Mears in 1941. Following the bombing the military dispersed its troops moving back up into Unalaska Valley and Pyramid Valley to minimize the potential for damage if future air raids occurred. The Corps of Engineers had a contractor tear down the abandoned buildings and debris and dispose of them in various landfills during the mid - late 1980s. Underground fuel tanks were abandoned in place. In the mid-1990s the Corps started working on the sites again under the Formerly Used Defense Sites (FUDS) program. Site inspections were done around the former buildings to look for remaining underground fuel tanks and other potential contaminant sources. Five standalone USTs were located in General's Hill area. Diesel fuel contamination from abandoned underground fuel storage tanks, most related to heating fuel. In 1996 the 675 gallon heating oil tank GH-01 and 30 yards of impacted soil were removed. Confirmation sampling indicated DRO remaining at 252 mg/kg.

It called for removal of remaining USTs, contaminated soil from the sites tanks were removed in 1997, and removal of the paint drums, among work on other sites. 3/9/1999 Interim Removal Action Approved ADEC received the final 1997 Report - Interim Removal Actions, Site Investigations, Remedial Investigations Amaknak and Unalaska Islands, dated March 1999 (Jacobs Engineering). The report described site inspections at 88 WWII buildings in Unalaska Valley (UV); 25 USTs were identified at these buildings and 24 were removed (7 were from the Ski Bowl Area); one UST at Building UV-3760 could not be removed due to access problems and will be addressed later; samples from five of the UST excavations met matrix cleanup levels; further investigation/evaluation is needed at the others; a "paint drum" area was identified on private property in lower Unalaska Valley, it contains ~24 abandoned drums of military paint. 8/25/1999 Update or Other Action ADEC received the 1998 SI/IRA/RI Report Amaknak and Unalaska Islands. It documents the following: Upper Unalaska Valley/Ski Bowl Area - field work postponed due to concern over possible adverse impacts to wetlands and snow falling before they had a chance to install well points; Upper UV - 165th Road and Ugadaga Road - confirmed the presence of two more USTs; Lower UV - removed 3 more USTs and 36 drums from the paint drum area. 2/11/2000 Update or Other Action ADEC reviewed and commented on the December 1999 draft Comprehensive Remedial Investigation Report for Amaknak and Unalaska Islands. The report summarizes work done under the FUDS program over the past several years. It documents removal of 14 USTs in lower Unalaska Valley and recommends no further action at eight of them. Further removal, institutional controls and/or monitoring are recommended at the others. In Upper Unalaska Valley 18 USTs were removed and no further action is recommended at 11 of them. Further cleanup, institutional controls and/or monitoring are recommended at the others. Further information was requested on some sites and additional monitoring was requested at some. 6/5/2000 Site Characterization Report Approved ADEC received the final Comprehensive Remedial Investigation Report - Amaknak and Unalaska Islands, May 2000, by Jacobs Engineering for the Corps. Report recommends no further action at four of the seven former UST locations in the lower Unalaska Valley (UV), no further action at four of eight former UST locations the Ski Bowl area in lower UV, no further action at four of eight former UST locations in upper UV and no further action at three of five former UST locations in the upper Broadway area within upper UV. Further soil removal and/or characterization are recommended at the remaining 11 former UST sites. John Halverson
6/5/2000 CERCLA RI Report Approved The Comprehensive Remedial Investigation Report was received. This document discusses the field activities and results from 1996, 1997, 1998, and 1999. Activities included site investigations (SI), Interim Removal actions (IRA) and Remedial Investigations (RI). These various activities were performed at 56 sites throughout the entire Amaknak/Unalaska FUDS. Sampling was conducted to determine both site-specific as well as background levels of contaminants of concern. 93 USTs, 1 AST, associated piping, and 230 drums, contaminated liquid, sludge, and soil were removed during the IRA. Soil borings were drilled, monitoring wells installed and samples were taken to determine type and extent of contamination. Where appropriate a Method Three ACL was calculated. 31 sites are recommended for no further action (NFA) and 25 sites were recommended for further remedial action. NFA is recommended for this site as the source has been removed and exposure to remaining contamination is limited. Meghan Dooley

9/14/2010 CERCLA Proposed Plan ADEC received Proposed Plan #7 which addressed the Unalaska Valley Management Area 11. The plan recommends Alternative 1 (Corrective Action Complete/Cleanup Complete with NDAI) for the General Hills USTs becuase contaminants remain at levels less than Method 3 ACLs and although risk had not been calculated the plan suggests there is no indication that the site poses unacceptable risk to human health or the environment.
