Problems/Comments

Pedro Dome is a former military communication site (1958-1984) which is now being operated by a private company. PCB (Aroclor 1260) contamination near a water tank was found on 10/9/86. The suspected source are four oil-filled heating elements within the tank. Date of release unknown. Extent of contamination and possibility of PCB migration has not been determined. Site qualifies for cleanup under the DERP program and remediation is planned. Remedial action is scheduled in FY 91 for portions of the site by the Army Corps of Engineers, including the removal of PCB contaminated soils. Cross reference files 100.02.009 and 100.23.017. DERP-FUD. White Alice site purchased by Alascom and removed from property records (Air Force) in 1986 (rpltr3.1). PCB soil removal in 1998, 1999. Still waiting on after action report 12/99.

9/1/1987 Preliminary Assessment Approved New Horizons Construction Co., Inc. conducted an investigation and sampling for Alascom in 1987 (date of action based on date report received) which determined that a PCB spill had occurred at this site. 9/15/1989 Update or Other Action (Old R:Base Action Code = FI - Field Inspection (General)). Ecology and Environment identified the likely sources of PCB contamination as four oil-filled heating element wells in the water storage tank. Report states that dispersion should be minimal due to low precipitation, lack of surface water and depth to groundwater. 5/1/1991 Update or Other Action (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). Reviewed cleanup plan by Corps of Engineers which proposed removing 50 - 100 cubic yards PCBs. 6/19/2000 Update or Other Action Staff reviewed and commented on an Interim Removal Action Report for removing PCB impacted soils. Approximately 180 cubic yards of PCB impacted soils with concentrations between 15 and 270 mg/kg were removed from an area of two previous PCB removals. The spill was caused from leaking heaters in a fire-suppression water storage tank at this former White Alice Site. The heaters used PCB oil for the heat transfer fluid. Confirmation sampling indicates that cleanup levels were still not achieved at depth or in surface soils and further removal will be needed. Jeff Brownlee

9/18/2006 Update or Other Action A new CS site has been created called "AT&T/Alascom Pedro Dome Repeater site" to handle the remaining non-PCB contamination in the soils. This will be handled under the State and Private Sites Division. Deborah Williams
10/30/2006 Conditional Closure Approved Results of a risk analysis indicated that low levels of PCB contamination do not pose an unacceptable risk to human health or the environment. The risk analysis covered a 1/4 acre area around a former above-ground water storage tank, the associated pump house and a nearby drainage swale. The Corps removed contaminated soil on three separate occasions; the final removal went to bedrock at 8 feet below ground surface. Groundwater and surface water are either not present or present at an undetermined depth (at least 100 feet or more feet bgs). The cumulative cancer risk was 7 X 10E-6 and the Hazard Index with inhalation, ingestion and dermal exposure was 0.78. These numbers are below ADEC's criteria of 10E-5 and 1.0. No soil at this location shall be excavated or moved without notification and approval by ADEC. Other contamination at this site is being addressed be the current property owner, ScottishPower Holdings, Inc. 10/30/2006 Conditional Closure Approved ADEC has determined that No Department of Defense Action is Indicated (NDAI) is required for PCBs at this site. The Corps of Engineers has excavated PCB contaminated soil to bedrock. THe calculated cumulative cancer risk was 7 x 10E-6, which is below the ADEC standard of 1 x 1-E-6.
