ADEC received a draft site characterization report. After comments are addressed, report will likely be approved. At building 371, BTEX and GRO contamination was found in the soil and ground water. Approximately 700 cubic yards of soil were removed and stockpiled at Eielson AFB. A dissolved phase benzene plume extends downgradient 85 ft from the former source, with the highest concentration (135 ug/L) closest to the former source area. |

Please note that ADEC does not consider this effort a complete characterization as required by 18 AAC 75.335. The site characterization report did not include a conceptual site model to assess the exposure pathways or an evaluation of cleanup technologies. ADEC expects the conceptual site model and evaluation cleanup technologies in a future proposed plan for each site.
ADEC concurs with the following information for Building 371 – Former Boat Shop:
1. One area of benzene, toluene, ethylbenzene, and xylene (BTEX) and GRO contamination was identified northwest of Building 371 at the fuel pumps. The contamination exists in both the soil and ground water above the ADEC cleanup levels in Tables B1, B2 and C.
2. Approximately 700 cubic yards of contaminated soil were excavated and transported to the Contaminated Soil Stockpile Cell #2 on Eielson Air Force Base.
3. Contaminated soil remains within the smear zone and below the water table. Ground-water contamination east of Building 371 remains. |

Spill No. 06309911502; spill date = 4/25/06; PERP file no. 107.02.004; substance = gasoline range organics, diesel range organics, and benzene, toluene, ethylbenzene, and xylenes; volume unknown. A second area of historic contamination discovered in summer 2005 during excavation for installation of an asphalt parking area. The material was removed and the excavation was not tested for contamination. The contractor filled the excavation with clean soil and asphalt was placed over the area. |

The Decision Document describes the remedial actions at Eielson Source Areas SO075, SS078, SO504, MY512, and MY518, all of which are associated with potential contamination resulting from petroleum, storage, distribution, and/or use. The U.S. Air Force (USAF) is managing
remediation of petroleum, oil, and lubricants (POL) or petroleum-related contamination at these
source areas in accordance with the State-Eielson Agreement (USAF 2014d), the two-party agreement. The report provides inspection findings and reviews individual ICs established by the record of decision (ROD) documents for Installation Restoration Program source areas with enforceable ICs, as well as other contaminated sites currently with LUCs in effect. |

DEC approved Land Use Control (LUC) boundary updates that were discussed at the 23 October 2023 meeting. The updated site boundaries were based on site evaluations performed since initial interim LUCs were place on the sites. Site SO075 boundaries are being expanded northeast to capture soil contamination. SS078 is being expanded to include a proposed monitoring well. MY512 was recommended for collapse and a shift north to include two monitoring well locations. MY518 and SO504 were recommended for site closure, but will retain current LUC boundaries until a final DEC decision is made. |
