(2) Baseline and closure assessment soil samples will be collected as discrete grab samples (not composites). 9/5/2001 Interim Removal Action Approved Letter sent to Norm Straub of the Alaska Army National Guard with approval of Corrective Action Plan prepared by Clearwater Environmental, Inc. Up to twenty cubic yards of petroleum-contaminated soil will be removed and transported in 55 gallon drums via air transport or barge from the Noorvik site to an ADEC-approved thermal treatment facility located at Nimiuk Point. The petroleum-contaminated soil will be treated at a facility to be operated by Wayne Drake General Contractor. Scott Pexton

9/11/2002 Update or Other Action ADEC approvalsigned to transport 20 yards of diesel-contaminated soil from Nimiuk Point stockpile location to the TPS Technologies Facility in Lakeland Washington for thermal treatment. The Alaska Army National Guard project manager, Norm Straub requested the approval for Clearwater Group, Inc. The 50 cubic yards of contaminated soil originated from the Noorvik Federal Scout Armory site and is contained in 20 one yard super sacks. The soil will be transported from the Nimiuk Point portable treatment facility to the Drake Contruction barge to Kotzebue and then offloaded and placed in connexes and loaded onto the Northland barge for shipment to Seattle. The soil will then be offloaded and trucked to the TPS Facility by Interwest Development Construction. The authorization request was signed by Scott Pexton and Jim Frechione. Scott Pexton

10/25/2005 Update or Other Action Staff prepared a comment letter on the draft Alternative Cleanup Level report. The land the facility is located upon is being impacted by riverbank erosion. 1/28/2008 Site Closure Approved Confirmation samples were obtained at the limits of the excavations using Multi-Increment (MI) Sampling in accordance with the DEC draft guidance. The triplicate MI samples had results of 43.0, 22.4 and 20.5 mg/kg DRO with a relative standard deviation of 43.6 % and a 95% Upper Confidence Limit (UCL) of 49.7 mg/kg. Four other MI samples had results ranging from 21.7 mg/kg to 68.5 mg/kg and a 95% UCL maximum of 89.6 mg/kg DRO. These results are below the most stringent 18 AAC 75.341, Table B2, Method II cleanup level of 230 mg/kg for DRO and the report meets the requirements of 18 AAC 75.380, Final Reporting Requirements. The site is underlain by continuous permafrost therefore the groundwater pathway is incomplete. Diesel Range Organics were the only contaminant of concern based on the site characterization.
