During the former building footprint characterization PCB contaminated soil and concrete were identified. The field identifiable contaminated soil has been placed on a liner and is covered. A cost estimate is being put together for conducting the the additional work. These details will be included in the upcoming work plan submittal. EPA is being coordinated with for the PCB concrete disposal and also on some TCLP lead issues. |

During the September 2020 building demolition and upon removal of the concrete slab, the demolition contractor collected soil samples for diesel range organics (DRO), residual range organics (RRO), polychlorinated biphenyls (PCBs) and lead. Following building demolition, the building footprint was covered with plastic sheeting to protect the soil from erosion and foot/vehicle traffic. No direct source has been found for PCBs in the soil, but AT&T historical records show that there used to be a mounted transformers in the 1970s in the area but that still doesn’t provide a direction correlation. By late 2020, weather conditions prevented any assessment field work, and the demolished building footprint was covered a pitched platform draped with plastic sheeting to further protect this area over the winter. DEC should receive a workplan from AT&T in the next week or two.

Eight soil borings were installed to characterize areas of soil contamination previously identified at the site. Three of the boreholes were completed as monitoring wells to evaluate impacts to groundwater. The soil sampling successfully delineated the extent of soil contamination and samples from the groundwater monitoring wells did not contain detectable concentrations of contaminants. |
