Notification letter to DEC and US Coast Guard MSO states that fuel was found seeping from the ground in a ditch area below the southeast area of the Haines bulk fuel tank facility. A three foot by eight foot by three foot deep hole was dug to hold water and petroleum product seeping out of the ground. Sorbet material is used to collect excess oil from the surface of the water. With no discharge to the surface on the facility uphill of the seep, the source remains unknown.

Two samples and a duplicate were collected from the seventy (70) cubic yard on-site stockpile and were analyzed for petroleum hydrocarbon fractions. Oily water was observed in the Beach Road ditch-line in 1996 and 1998. DEC Site inspection of this tank farm facility took place in 1996 after release event identified as Petro Marine Services ID#096110120001. Plant supervisor Rich Kaloostian explained that during facility upgrade work to meet C-plan requirements, petroleum soil contamination was discovered near a set of line pumps. During the 1998 rebuild, sorbents were used to collect the oil, water was processed and the ditch was grubbed of oily soil. The ditch-line was backfilled with clean rock but no soil confirmation samples were collected to document effectiveness of the cleanup. Follow-up requests to Petro Marine and current owner/operator Delta Western for confirmation assessment have thus far gone unanswered. |

DEC sent approval by letter to Delta Western for: Former Petro Marine Tank Farm Haines, Site Characterization Report prepared by Chilkat Environmental Inc. The Report describes site activity in 2011 for the purpose of identifying sources of a historic petroleum release by investigating subsurface soil and groundwater for contamination and determining the potential for off-site migration. The Report concludes that weathered petroleum contamination is present in the subsurface in the vicinity of the truck rack, the rocky slope and the ditch on Front Street. The Report recommends that site controls be established bring a halt to the observed pathway by which petroleum contamination is migrating in groundwater from the on-site contaminated soil and in the discharge from the oil water separator. DEC agrees with the conclusions and recommendations in the Report that additional site characterization and abatement site activities are necessary. DEC requests that Delta Western submit an abatement work plan as soon as feasible. DEC agrees that the primary contaminants of concern are DRO and benzene. PAHs will be retained as a COC for the calculation of Water Quality Standards at the point of compliance. The site activity met the objectives of the project and review of the sample collection found that the number of representative samples collected is acceptable and the precision, accuracy and completeness of the resulting analytical data is sufficient to be used to support the decision making process. In accordance with 18 AAC 75.360, qualified person(s) used data collection and field screening methods consistent with DEC methodology in the approved site assessment work plan. The DEC laboratory report checklist submitted as an attachment is acceptable and the data meet field and laboratory report quality assurance criteria in Contaminated Sites Program guidance documents, therefore the Report is approved in accordance with 18 AAC 75.335(d). |

The DEC evaluated Site Characterization Report, Former Petro Marine Tank Farm, Haines AK (Report), dated February, 2013. The ChemTrack Alaska Report documents environmental site characterization activities and source abatement for Delta Western in July, 2012. ChemTrack confirmed that leaking valves in the Oil-Water Separator system is the source of contamination found below the piping outfall in the ditch along Beach Road in 2000. Delta Western permanently disconnected and capped the line connecting the large storage tanks to the OWS holding tanks and pumped the three OWS holding tanks dry. ChemTrack utilized a Geoprobe 6620 DT direct-push machine and the DT 325 Sampling System advance borings at 8 locations from depths of 0 to 14 ft below the ground surface (BGS) in the yard area adjacent to the truck rack (Upper Sampling Area) and five soil borings at depths from 0 to 10 feet BGS in the ditch area along Beach Road (Lower Sampling Area). ChemTrack screened soil samples at two foot intervals and sent two samples from each boring with the highest readings for laboratory analysis. A steep bank spanning 15-20 vertical feet separates the Upper and Lower Sampling Areas at the inactive bulk fuel tank farm. |

Four interim removal actions of contaminated soil and two subsequent site investigations have demonstrated that residual petroleum contamination remaining at the site is in a discontinuous subsurface soil layer averaging between four and ten feet below the surface in the southeast quarter of the property in concentrations below human health based cleanup levels. An estimated volume of fifty cubic yards or less of the soil in this layer is in concentrations above migration to groundwater soil cleanup levels. This portion of the property is subject to institutional controls to ensure the contamination remains undisturbed unless a cleanup effort is initiated with prior approval from DEC. Since migration from soil in the shallow groundwater zone is minimal for lack of water, soil conditions are protective of off-site migration. Petroleum contaminated soil stockpiles have been transported off-site and remediated. This determination is in accordance with 18 AAC 75.380(d) and does not preclude DEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment. |

Update on the summer 2023 field work - the open excavation pit is covered with an impermeable reinforced liner. Their personnel monitor the site on a frequent basis to ensure that the liner is working as intended. Additionally, a backup liner is staged across the street in the case of damage due to adverse weather that would require repair or replacement of the liner. Any water that collects in the excavation will need to be pumped out, field screened and most likely filtered prior to discharge when the field work resumes. The January 2024 Site Characterization Report was reviewed on this date. This report included the details of the June and July 2023 investigation which identified much more contaminated soil than expected. One hundred and twenty-eight cubic yards of contaminated soil were excavated from the area of the property where the ICs apply. This soil was screened/sampled, placed into supersacks, and transported to Bicknell, Inc. in Juneau for treatment. An unknown volume of contaminated soil remains in the ground in this area of the property.
Field screening and laboratory analyses documented other areas of soil contamination in the northeast and southwest portions of the property in addition to the excavation area which is covered by the ICs. These areas were covered with the tank farm containment liner when the property operated as a tank farm.
This new information indicates that areas on the property not included in the 2014 Cleanup Complete – ICs decision site may present an unacceptable risk due to the presence of contamination in the soil.
