Problems/Comments

Subsurface fuel oil contamination associated with fuel service business. Site is former location of two 15,000-gallon fuel oil ASTs. Southeast 1/4 B.L.M. Lot 51, City of Kenai. Heating oil plume at groundwater table estimated at 20,000 square feet. Wetlands present. May be a plume form off-site migrating on to the property. LTM in progress while assessing the plume and clenaup options. Area served by City of Kenai water & sewer systems.

8/18/2005 GIS Position Updated Using the Aerial View, from a Report of Groundwater Sampling Former Doyle's Fuel Storage, from Rozak Engineering, dated June 30, 2005, in conjunction with TopoZone Pro and the KPB Parcel Lookup, entered the coordinates for this site. Metadata includes No Topo Basemap, TopoZone Pro Street Map, Black and White Aerial Photo, on a Medium Size Map, View Scale 1:10,000, Coordinate Datum NAD83. 6/23/2006 Update or Other Action Telephone call from Ron Rozak. After further analysis, he met with the Doyles and have come up with a plan for installing another downgradient monitor well and installing an air sparging wsystem to address in-situ contmamination. 11/5/2007 Update or Other Action All the wells proposed in the Remedial Action Plan date 27 October 06 have been installed. The Air Sparge test well was installe don 6/15/07 but th etruck rig could not get to the POC wells site due to overhead electical lines. A flow test on the AS well was conducted to determine the radius of influence. It concludedd tha ta total of 5-6 AS wells with 2'screened interval at 25-27' bgs would cover the spill site. Due to the drillers heavy work load, the additional AS wells were not installed until 4 September 07. A total of 6 AS wells have been installed. The POC well was installed on 12 October 07.No petroleum odor or sheen was detected during drilling or development.A groundwater survey and sample results from the POC well are exp[ected by the end of November. Some of the equipment for remedial action has been installed. But, due to timing of the AS well installationa dn Redoubt Plumbing's work load, they have been unable to install piping between the equipment and the AS well site. this will be done as soon as possible. 8/19/2010 Update or Other Action Contacted consultant Ron Rozak with Rozak Engineering regarding the status of the site. Ron stated that two seasons of remediation efforts had occurred at the site and that an end of remediation report will be submitted in the near future for our review. Alyce Hughey
4/15/2011 Document, Report, or Work plan Review - other Reviewed the Report of Remedial Action and Cleanup Confirmation, dated February 18, 2011, from Rozak Engineering. In June of 2008 the installation of the in-situ remedial system was completed which consisted of air-sparging, nutrient injection using nitrogen, phosphorus and potash, and heating the subsurface with hot water introduced through two infiltration trenches. On July 1, 2008 the hot water and air sparge systems were first placed into operation, with the hot water treatment running until mid-September and the air sparging running until mid-November. Two applications of fertilizer was applied at the site one in late July, and the second application was added late in September, for a total of 60 pounds of nitrogen, 20 pounds of phosphorus and 15 pounds of potash. On June 10, 2009 the hot water and air sparge systems were placed back into operation, with the hot water running until mid-November and the air sparge system running until late-November. A total of 50 pounds of Nitrogen, 10 pounds of phosphorus and 5 pounds of potash were added in 2009. Four groundwater monitoring events occurred from November of 2008 until August of 2010 with the last sampling detecting groundwater concentrations below the groundwater cleanup levels for the first time since 1999 when groundwater monitoring began at the site. 12/15/2011 Document, Report, or Work plan Review - other Reviewed the Report for Decommissioning Groundwater Monitor and Air Sparge Wells, dated October 22, 2011, from Rozak Engineering. Decommissioning activities began for the seven Monitoring Wells on August 27th, resumed on September 17th, and finished on September 18th. The six Air Sparge Wells and the two Infiltration galleries were decommissioned on September 23rd and 24th. Twenty-seven feet of infiltration and air supply lines that were closest to the remediation connex were left in place due to the close proximity of buried electrical service cables. Alyce Hughey
