Problems/Comments

Four non-regulated heating oil tanks associated with the consolidated building were removed on June 13th and 14th, 1998. Additional investigation of contamination associated with 3 of the 4 tanks is required. Soil and groundwater contamination are present at the site of former UST 18-A-001. DEC staff reviewed the site files and discussed all areas of potential concern with the FAA project manager in Nov. 2006. Additional fieldwork is planned for 2007.

11/21/2006 Update or Other Action Underground Storage Tank (UST) 18-A-001: Confirmation soil sample results collected during the removal of the tank in 1998 showed high levels of diesel range organics remaining in place. As documented in the RI, the soil borings advanced and groundwater monitoring wells installed around the area of the former UST showed elevated levels of diesel range organics in both the soil and groundwater. The results of the groundwater monitoring showed elevated concentrations in diesel range organics in the January 2002 report only. Additional actions need to occur at this former tank location regarding the petroleum contaminated soil and groundwater, including the sampling of the groundwater wells during the coming field season. 11/21/2006 Update or Other Action Composite Building, Transformer oil stain: A 2’x3’ soil stain coming from an inactive non-Polychlorinated Biphenyl (PCB)-labeled transformer was noted during the fieldwork for the Environmental Compliance and Investigation Report in 1991. A soil sample of this stained area was collected during a site visit in May 1997 and analytical results showed that the concentrations of petroleum hydrocarbons met the approved cleanup levels. Therefore, this is not considered to be an area of concern by the department and no action is requested to be taken. (exerpt from 11/21/06 DEC letter) Anne Marie Palmieri
11/21/2006 Update or Other Action Aboveground Storage Tank (AST) 18-A-003: This 250-gallon tank was first identified as an area with contaminated soil in the ECIR when a sample was collected for diesel range organics which had a result of 6600 milligrams per kilogram (mg/kg). The tank was removed in 1998 and the decommissioning assessment documents showed a slight exceedance of gasoline range organics in the soil. During the RI, two (2) cubic yards of petroleum-contaminated soil were removed and confirmation sample results showed that concentrations of all contaminants met the cleanup levels with the exception of one detection of benzene of 0.069 mg/kg at 1.5’ below ground surface. Given that neither of the other two (2) samples collected at shallower depths showed a detection for benzene and there are no other contaminants of concern exceeding the cleanup levels, the department believes that this soil contamination is limited in extent does not present an unacceptable risk to human health or the environment. Therefore, this tank can be conditionally closed. As there is soil present with concentrations of benzene which exceeds the department’s most stringent cleanup levels, future management of any contaminated soil should be in accordance with 18 AAC 75.325(i). 8/10/2009 Site Characterization Workplan Approved Staff approved the Federal Aviation Administration Saint Mary's Groundwater Sampling Work Plan, Revision 1, July 2009. The workplan discusses collection of samples from existing groundwater moitoring wells. Contaminants of concern are RRO, GRO, and BTEX. The objective of this sampling effort is to determine of COPCs exist in the on-stie monitoring wells and to analyze natural attenuation parameters in the groundwater at the site. Tana Robert

12/13/2019 Document, Report, or Work plan Review - other DEC approved the Final 2019 Groundwater Monitoring Program Report, FAA Stations in Bettles, Cape Yakataga, and St. Mary’s, AK, Dated December 2019. This report details 2019 groundwater monitoring activities at the Bettles, St. Mary’s, and Cape Yakataga FAA stations. Monitoring activities included collecting groundwater samples from existing wells at Bettles, St. Mary’s, and Cape Yakataga. Additionally, sediment samples were collected and analyzed at Cape Yakataga. One well at the Bettles site showed a cleanup level (CUL) exceedance of napthalene, but other wells exhibited no exceedances. Similarly, at the St. Mary’s site, one well exceeded the naphthalene CUL, but all other analytes were below CULs. One of the wells scheduled to be sampled at St. Mary’s was deemed unusable due to damage and subsequent low recharge. At the Cape Yakataga site, petroleum contamination remains above CULs in several wells, with contaminant concentrations increasing in some wells and decreasing in others. Several wells were not sampled due to insufficient water or the presence of free product. Additionally, several sediment samples were found to contain DDT and DDE above National Oceanic and Atmospheric Administration Screening Quick Reference Tables threshold and probable effects levels.
