Problems/Comments

Heating oil UST removed from Saint Paul Clinic on Saint Paul Island. Diesel range organic contamination in excavated soils exceeds migration to groundwater standards (9,800 mg/kg DRO). RCRA ID AK0131490021 CESQG CERCLIS EPA ID AKD98306612-St. Paul Island and CERCLIS ID AK0131490021 USDOC NOAA National Marine Fisheries Service NFRAP. EPA has determined that the site does not score high enough to be proposed for inclusion on the NPL. Therefore, a recommendation of no further remedial action planned (NFRAP) on the EPA's part will be included in our Federal Agency Hazardous Waste Compliance Docket tracking system. If new or additional information becomes available that suggests your portion of the facility may score high enough to be proposed for the NPL, EPA must reevaluate accordingly. EPA's NFRAP designation will NOT relieve NOAA from complying with appropriate Alaska State regulations. The Superfund amendments and Reauthorization Act (SARA) of 1986 Section 120(a) (4) requires federal facilities (including NOAA/NMFS) to comply with State cleanup requirements and standards when not listed on the NPL. This facility will not be removed from the Federal Agency Hazardous Waste Compliance docket. Ten cubic yards of DRO contaminated soils stockpiled at Big Polovina Hill for further remediation with soils from Two Party Agreement. No contamination left in excavation above migration to groundwater standards or level "A" criteria.

A concern was raised at the conference about chemicals from the Health Clinic. The materials are currently stored by the National Marine Fisheries Service. 10/7/1998 Update or Other Action Draft Work Plan for Saint Paul Close and Replace Underground Storage Tanks Woodward Clyde Federal Services. Three USTs: SP-1(active), SP-2(active), SP-3 (abandoned) and one AST SP-4 (active) are scheduled to be removed at the Saint Paul Clinic building. SP1 is a 500 gallon heating oil UST which may have been use as early as the 1930s but probably more likely first used in the 60s or 70s. SP2 is also 300 gallon heating oil UST. SP3 has a capacity of 300-500 gallons probably used for heating but has been abandoned. SP4 has a capacity of 190 gallons and is out of service due to mechanical failure. Purpose for SP4 was to supply fuel to the emergency water pump for the fire protection sprinklers in the clinic. Previous assessment at the site: SP1 SP101 surface sample detected purgeable hydrocarbons 1,310 mg/kg (DRO per method 8020) and SP1 SP102 surface sample had 7,000 mg/kg extractable hydrocarbons (diesel per method 8015). SP2 SP109 surface sample had 222 mg/kg DRO per method 8020 and SP110 surface sample had 3,956 mg/kg DRO per method 8015. Louis Howard

11/30/1999 Document, Report, or Work plan Review - other Letter sent for soils excavated from heating fuel underground storage tank closure. Residual contamination below action levels, however excavated soil are above action levels and will require remediation. Until such time the site cannot be closed out. Soil is stockpiled with the TPA 13-2 (NOAA Site 47 NTPA) Blubber Dump stockpile to be remediated by enhanced thermal conduction (ETC). Louis Howard

10/8/2004 Cleanup Complete Determination Issued Draft Closure Report for Blubber Dump Enhanced Thermal Conduction Soil Treatment Facility Site 47, St. Paul Island dated October 1,2004 received. ADEC concurs no further remedial action is necessar for the Blubber Dump (Site 47) and by association - the St. Paul Clinic UST SP-1 can be considered as "cleanup complete". The Department reserves all of its rights, under A.S. 46.03 , 18 AAC 75, and 18 AAC 78 to require NOAA to conduct additional site assessment, remediation, and/or other necessary actions deemed appropriate by the Department, information becomes available that contamination is present at St. Paul Clinic UST SP-1 which poses an unacceptable risk to human health or safety, welfare, or the environment.
