A teleconference was held with USPS on Friday, January 25, 2019 to discuss the following USPS Sites: General Mail Facility (Fairbanks), Cantwell Post Office, Dutch Harbor Post Office, Former Lease Site (Fairbanks; also known as Former Air Cargo HOT), Iliamna Post Office; and Point Lay Post Office Site. A general status update was given for all six sites. Action items from the meeting include: 1) USPS to take a more active role in reviewing documents submitted to DEC by its contractors 2) USPS and DEC to exchange documents about Dutch Harbor Post Office releases 3) USPS to identify the property owner for the former Pt. Lay Post Office site and 4) USPS staff will coordinate with DEC regarding 2019 site visits. |

Clarification for entry dated 4/4/2023: The cleanup level that applies at this site is the most stringent cleanup level as described in 18 AAC 75.340 and Tables B1 and B2. For almost all contaminants, the most stringent cleanup level is migration to groundwater; however, some PAHs have a more stringent human health cleanup level. The authority to close sites with residual migration to groundwater exceedances is delegated to the Environmental Program Manager 2 (EPM 2). The EPM 2 may make a site-specific determination to issue a cleanup complete determination if the responsible party presents documentation for DEC review and approval which demonstrates that soil contamination has been delineated horizontally and vertically to the most stringent cleanup levels and groundwater concentrations are below the applicable 18 AAC 75 Table C groundwater cleanup levels after multiple rounds of sampling. |
