Problems/Comments

In most reports this site includes the former Tank Farm, which is listed as a separate site in this database. Petroleum hydrocarbon contamination present in site soils and groundwater at the Non-directional Beacon and Radio Communications Outlet (NDB/RCO) sites. The Non-directional Beacon and Radio Communications Outlet area NDB/RCO includes the Garage, Shop and Engine Generator Buildings. The area contained 6 ASTs ranging from 8,000 to 25,000 gallons, and a 3-inch fuel line extending from the tank farm to the east side of the Parks Highway. Soil samples showed levels of DRO from 419 to 2570 mg/kg, and GRO up to 118 mg/kg. In 1997, remediation activities removed approximately 800 cubic yards of contaminated soil, however contamination remained at the site. In 2005 LIF/ROST testing determined that petroleum contamination was present throughout the NDB/RCO area from 0-20 feet bgs. Over the years, numerous monitoring wells have been installed/repaired/decommissioned. As of 2022, there are 18 remaining wells sitewide. There are 4 MWs in the area and down gradient of former Bldg 202, 1 of them had levels of DRO of 2,050 ug/L and naphthalene of 92.1 ug/L. Another well has DRO levels of 1,600 ug/L.

3/18/2008 Update or Other Action This area (also called the Maintenance Area) includes several buildings including a former Shop, Garage, Tank Cradle area, and the former Engine Generator Building which was the source of a 7,000 gallon diesel spill in 1987. According to the 1995 Site Cleanup and Investigation Report, lead was detected at 348 ppm in surface soil, speculation that it could be lead paint from the bldg. Diesel cont. in ss was not sampled, but staining was still evident. Kim DeRuyter

8/6/2014 Site Characterization Report Approved Approved the Final Site Investigation Report presenting the results of investigation and characterization activities completed at 21 areas of concern in 2010 and 2011. Petroleum contaminants were detected in the groundwater above the cleanup level at 10 of the areas of concern, and additional groundwater monitoring and evaluation is recommended to determine if the shallow groundwater encountered is pore water infiltration accumulating in the monitoring wells. Additional investigation is recommended at one area of concern to address soil contamination associated with the use of chlorinated herbicides, and the remaining 10 areas of concern are recommended for cleanup complete status. 5/4/2016 Site Characterization Report Approved DEC approved Follow-on Site Investigation Report for FAA Summit Station. There were two primary objectives for the follow-on site investigation activities: 1) to further delineate the extent of petroleum contamination at the Summit FAA Station and 2) to determine the nature of the subsurface water at the site. The report concluded that the subsurface water monitored at the Summit FAA Station is not expected to transport any contaminants to nearby surface water or drinking water sources which have been located a minimum of approximately 5 miles away. 2/6/2017 Meeting or Teleconference Held DEC met with FAA and contractors to discuss steps necessary for closure. For Former Housing North (HazardID 26620) HRC results will be accepted. For areas of concern (AOCs) where contamination of groundwater or infiltrating subsurface water is present, DEC agrees to review groundwater modeling that proposes to demonstrate that the contamination plume is at equilibrium. Calculation of cumulative risk will be based on source area and assessed on a site by site basis. Regarding establishment of institutional controls (ICSs) at the site, DEC is concerned that the landowner Alaska Dept of Transportation (ADOT) lacks an existing mechanism for tracking and maintaining ICs. Future coordination between the FAA, ADEC and the ADOT will be necessary have to successfully implement ICs restricting groundwater usage. Joy Whitsel
