Problems/Comments
Updated January 2022 Former tank farm area also includes former Rec Building 202. As of 2016, petroleum contaminants of concern exceeded DEC cleanup levels for soil and groundwater. Over the years, numerous monitoring wells have been installed/repaired/decommissioned. As of 2022, there are 18 remaining wells sitewide. There are 4 MWs in the area and down gradient of former Bldg 202, 1 of them had levels of DRO of 2,050 ug/L and naphthalene of 92.1 ug/L. Another well has DRO levels of 1,600 ug/L.

3/3/2008 | Update or Other Action | The March 1998 Final Remedial Action Report was reviewed in preparation of ranking this site in the Exposure Tracking Model. 801 tons of diesel contaminated soil were removed from the former tank farm area. Contamination remained at the limits of the excavation in several areas, but the remedial efforts had already exceeded the projected soil removal of 300 tons. The soil samples were analyzed for DRO, GRO, RRO, lead, and BTEX. Lead was detected at background levels < 25 mg/kg. GRO and benzene were not detected above cleanup levels. Field screening indicated that petroleum contamination maybe present at several other areas around the facility. The contractor made several attempts, but did not locate the fuel pipeline which had connected the tank farm to the railroad. It was assumed to have been removed during the tank removal. Petroleum contaminants were detected in the groundwater above the cleanup level at 10 of the areas of concern, and additional groundwater monitoring and evaluation is recommended to determine if the shallow groundwater encountered is pore water infiltration accumulating in the monitoring wells. 5/4/2016 | Site Characterization Report Approved | DEC approved Follow-on Site Investigation Report for FAA Summit Station. There were two primary objectives for the follow-on site investigation activities: 1) to further delineate the extent of petroleum contamination at the Summit FAA Station and 2) to determine the nature of the subsurface water at the site. The report concluded that the subsurface water monitored at the Summit FAA Station is not expected to transport any contaminants to nearby surface water or drinking water sources which have been located a minimum of approximately 5 miles away. | Joy Whitsel |
2/6/2017 | Meeting or Teleconference Held | DEC met with FAA and contractors to discuss steps necessary for closure. For Former Housing North (HazardID 26620) HRC results will be accepted. For areas of concern (AOCs) where contamination of groundwater or infiltrating subsurface water is present, DEC agrees to review groundwater modeling that proposes to demonstrate that the contamination plume is at equilibrium. Calculation of cumulative risk will be based on source area and assessed on a site by site basis. Regarding establishment of institutional controls (ICSs) at the site, DEC is concerned that the landowner Alaska Dept of Transportation (ADOT) lacks an existing mechanism for tracking and maintaining ICs.
