On this date, DEC received Phase 2 Environmental Audit Kobuk Airport Kobuk, Alaska, dated December 2, 1997, and submitted by the ADOT&PF. The SREB building has historically housed diesel powered vehicles only; there is no gas powered vehicles or USTs/ASTs at the site. No GW exists on the airport property. Contamination on the gravel floor appears to be from de minimus spills of oil, hydraulic fluid, and antifreeze; no heavily stained areas and no petroleum odor was noted. Four composite samples collected: three inside the building (east end, center, west end), and one outside the building, 30 ft. to the north; collected at 2 ‘’ bgs, analyzed for RRO, contained up to 21, 700 mg/kg. Depth of contamination is unknown, but may extend down to at least 1.5 ft. in some areas. It is estimated that 100 cubic yards of impacted soil remains. Various remediation options were discussed including: On-site incineration, remove for thermal remediation or land farming, or incorporate/encapsulate into the floor. It appears the incorporate/encapsulate option may be chosen pending future constructive efforts of a concrete floor at the site. |

Received July 26, 2009 report from ADOT &PF. Nortech Environmental was contracted by the ADOT to sampled the dirt flooring of the Snow Removal Equipment building in Kotlik, Kobuk, and Brevig Mission. Floor is composed of 1.5-3 feet of gravel with an impermeable liner beneath. Surface stains were observed to cover 20% of the floor at the Kobuk SREB. In addition, Nortech suspects subsurface contamination not associated with the visible surface stains. Over the years, gravel has been added to the SREB to level the flooring, as such some of the contamination may be covered. At the time of sampling the ground was frozen below 6 inches. Field screening with PID showed contamination between 0-8.4 ppm. Additional colourmetric field screening was also conducted at this time. Three analytical samples were collected and resulted in DRO and RRO above ADEC cleanup levels. GRO and BTEX were detected but beneath ADEC cleanup levels |

ADEC sent closure evaluation letter to ADOT on this date. The site is not currently eligible for closure because the extent of diesel contamination in surface soil has not been determined. Next step for site would be to submit a work plan for soil characterization. |

Temporary Water Use Authorization granted on this date by DNR. The permit allows the withdrawal of water from the Oxbow Lake near the Kobuk Airport associated with the septic system replacement project. The maximum daily withdrawal is 3,000 gallons per day, with a seasonal amount of 90,000 gallons with a combined project maximum not to exceed 270,000 gallons over three years. |
