9/23/2009 Update or Other Action ADEC sent an email to the City of Ketchikan engineering department explaining that this petroleum release site has significant gaps in historical environmental data but ground water wells are available to provide assessment of current exposure and the need for a site remedy to mitigate contamination. 3/9/2011 Potentially Responsible Party/State Interest Letter DEC sent a letter to the Ketchikan City Manager by regular and electronic mail describing the cleanup history for the removal of underground storage tanks at the Ketchikan General Hospital in 1999 during which petroleum contamination concentrations far above human health exposure risk cleanup levels was left trapped under structures adjacent to the Kar House. As a necessary formality, the letter describes the statutory and regulatory requirements for any oil spill cleanup in Alaska. In addition the letter describes specific steps necessary to investigate the risk to human health from the petroleum contamination at this site. Bruce Wanstall

5/14/2013 Cleanup Complete Determination Issued The cleanup actions to date have served to excavate and adequately remove contaminated soil from the site. Based on the information available, DEC has determined there is no longer a risk to human health or the environment and no further assessment or cleanup action is required. Although a Cleanup Complete Determination has been granted, DEC approval is required for off-site soil disposal in accordance with 18 AAC 75.325(i). Additionally, movement or use of potentially contaminated soil in a manner that results in a violation of 18 AAC 70 water quality standards is unlawful. This determination is in accordance with 18 AAC 75.380(d) and does not preclude DEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment.
