Problems/Comments

2003 investigation found inaccessible elevated concentrations of benzo(a)pyrene (PAH), benzene (BTEX), and diesel range organics (DRO) (13,400 parts per million [ppm]) soil along vent piping adjacent to the operations building. Water that pooled from a bedrock seep into the excavation contained 0.0281 ppm benzene. Historical diesel spills have occurred from aboveground (ASTs) and underground storage tanks (USTs) adjacent to the Operations Building and Shop/Generator building. Near an abandoned fuel storage tank and drums the PAH compound benzo(a)pyrene was detected in soil at 3.29 ppm; Maximum Contaminant Level (MCL) is 0.9 ppm. 1999 Environmental Protection Agency (EPA) Superfund Technical Assessment & Response Team (START) found elevated levels of total petroleum hydrocarbons (TPH) in soil near four abandoned drums and a partially buried fuel tank located 100 feet southwest of the Garage. Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS) site: Radio Relay Station Annex # 2 AKSFN1002100.

2/24/2005 Cleanup Level(s) Approved Method Two migration to groundwater for the 40 inch rainfall zone soil cleanup levels and industrial use soil cleanup level for lead approved for the site. Reviewed piping run tightness tests; IDW storage and sampling methods; and lab report. The Abandoned UST surface sampling was re-scheduled for mid December 2004. Bruce Wanstall
4/22/2005 Update or Other Action Contacted Jim Wickes in Anchorage to request an update on site status and that a site visit be arranged to examine the property for groundwater seeps that could be used to assess groundwater conditions. Bruce Wanstall
5/4/2005 Update or Other Action ENSR phoned to state that the property sale is on hold; AT&T intends to upgrade all fuel storage tanks on the property; ENSR will check for seeps on-site to obtain additional data if possible; otherwise will send update as contract work is finalized. Bruce Wanstall
7/18/2005 Update or Other Action ADEC evening drive-by on the road behind and above the facility; photographed the UST and AST sites behind operations building; no improvements to the fuel storage areas were observed at this time. Bruce Wanstall
7/13/2006 Update or Other Action Telephoned AT&T Southeast Regional Office; Brian Buck stated that last fall AT&T installed 2 - 550 gallon double-walled ASTs replacing the 6,000gallon tank and another double-walled tank replaced the other single-walled AST; cleanup was apparently performed by ENSR; called ENSR and left a message requesting a Final Report for the cleanup. Bruce Wanstall
9/26/2006 Update or Other Action ADEC attempted to contact consultant ENSR about facility rebuilding project Report; left message to return the call and updated records. Bruce Wanstall
9/29/2006 Update or Other Action AT&T Southeast staff stated that last fall AT&T installed 2 550 gallon double-walled ASTs replacing the 6,000gallon tank and another double-walled tank replaced the other single-walled AST; cleanup was apparently performed by ENSR; Report is pending. Bruce Wanstall
8/6/2007 Exposure Tracking Model Ranking Initial rankng found the controlling exposure pathway is surface soil where DRO concentration exceed ingestion screening levels. Updated ranking of the UST sites after cleanup; property restrictions are necessary to control excavation of residual contaminated soil and access to ground water that may be present on the propery. Bruce Wanstall
8/7/2007 Update or Other Action Request for site investigation and cleanup at the site was sent by letter to AT&T Environmental Health & Safety office in New York. Bruce Wanstall
2/28/2008 Update or Other Action August 2007 ADEC letter requesting a information on the scheduled site cleanup was forwarded by email to the RP and RP consultant (Bamburger & ENSR). Bruce Wanstall
4/24/2008 Update or Other Action ADEC quality assurance review of laboratory reports in the 2005 Cleanup Report finds the data acceptable for site DQOs. Bruce Wanstall
4/29/2008 Update or Other Action ADEC letter approved data in the ENSR cleanup report with requests to address data gaps. Bruce Wanstall
5/7/2008 Update or Other Action Prepare and attend teleconference with AT&T and ENSR to discuss ADEC data request. Bruce Wanstall
8/19/2008 Document, Report, or Work plan Review - other ADEC reviewed the Spill Prevention, Control and Countermeasures Plan for the facility. The revised SPCC Plan includes a provision to conduct and maintain a log of routine visual inspections for petroleum sheen on surface drainages entering Marconi Creek stormwater discharge points. Bruce Wanstall
9/30/2008 Update or Other Action ADEC contacted ENSR to provide an update on a schedule to complete the cleanup closure process. Bruce Wanstall
12/17/2008 Final Cleanup Report Reviewed Small quantities of contaminated soil remains at three locations after site cleanup. None of the sources pose and acceptable human health or ecological exposure risk. Sampling and analysis of surface drainages for Water Quality Standard benchmarks show no impacts are migrating to surface water. Bruce Wanstall
12/18/2008 Update or Other Action Environmental Tracking Module updated to reflect site cleanup effectiveness in controlling exposure pathways from historical petroleum contaminated soil that remains on the property in de-minimis quantities. Bruce Wanstall
12/24/2008 Cleanup Complete Determination Issued ADEC sent to AT&T Alascom a determination letter designating the site cleanup remedy is complete for this facility and no conditions are placed on the property as a result of the historical spill events. Bruce Wanstall
10/31/2014 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 78245 Above Ground Storage Tanks. Bruce Wanstall

Contaminant Information

Name Level Description Media Comments
DRO < Method 2 Most Stringent Soil de minimus quantity of contamianted soil remains near the former 750gallon AST near the Operations building above migration to groundwater screening levels
DRO > Human Health/Ingestion/Inhalation Soil de minimis volume of DRO contamination soil above human health-based screening levels (9,780 mg/kg) remains beneath the utility corridor between the Shop and Operations buildings; south wall of the excavation at the former 6,000gallon AST site. Surficial runoff from the property tested clean of WQ standards for petroleum.
