Problems/Comments

Soil contamination was encountered during the removal of a 500-gallon home heating oil underground storage tank (UST) in July 1999. Following tank removal the excavation was lined with plastic to a depth of six feet below ground surface(bgs) and backfilled with clean fill. Additional work was done in fall 2000 after the property was conveyed to the Dept. of Veteran's Affairs (VA) through foreclosure. The VA's contractor excavated and disposed of 28 tons of contaminated soil from the subsurface interval of 6 to 14 feet and installed a monitoring well within the excavation in groundwater encountered at 12 ft bgs. Excavation was halted near the building foundation to avoid compromising the structure of the house and an unknown quantity of contaminated soil remained. Monitoring well results for the single sampling event within yielded detectable levels of diesel range organics (DRO), xylene and toluene with all results below 18 AAC 75.345 Table C cleanup levels. Site evaluation and cleanup were completed in 2016 following installation of three borings installed as monitoring wells; no soil or groundwater samples contained contaminants exceeding applicable cleanup levels. Groundwater flow direction is to the west. Site closure requirements were completed upon decommissioning of the three monitoring wells on May 5, 2017.

11/8/1999 Update or Other Action On 11/08/1999 ADEC received a faxed spill report and field notes prepared by consultant Tellus, Ltd. received and forwarded by a realtor on that date, stating that contamination was encountered during removal of the underground heating oil tank at the site. The field notes state that overburden soil appeared clean, but when the UST was removed soil staining beneath the tank bed, discoloration and strong fuel odor were observed. Tellus observed fuel staining on the tank with a hole in the bottom of the tank beneath the fill pipe end. No sidewall staining was observed. 12/3/1999 Potentially Responsible Party/State Interest Letter ADEC letter dated 12/3/1999 advises the Department of Veteran's Affairs (VA) that it is financially liable for contamination at the site and requests submittal of a cleanup plan by January 5, 2000. 4/10/2000 Update or Other Action EMI submitted a work plan dated 4/10/2000 on behalf of the VA to drill 4 boreholes with one boring to be completed as a monitoring well in the area of suspected contamination (if ground water is encountered above 30 ft below ground surface). The plan proposes to collect two laboratory samples from the soil borings around the UST to be analyzed for Diesel Range Organics (DRO), Residual Range Organics (RRO), and Benzene, Toluene, Ethylbenzene, and Xylene (BTEX) from areas where the highest field screening results were obtained. An additional sample will be collected from the hole that will be drilled for the monitoring well at the depth where the contamination appears to stop. One water sample will be collected from the monitoring well and analyzed by the same analyses as above. Former Staff

10/3/2000 Update or Other Action ADEC spill response received the "Interim Site Characterization Report" dated October 2000 that reports work done in May and June 2000 in accordance with the approved work plan dated April 10, 2000. The laboratory results from the bottom of the boreholes indicated there was diesel range organic (DRO) contamination present greater than anticipated ADEC cleanup levels beneath the old tank, l0-11 feet below ground surface (bgs). The equipment used in the investigation could not penetrate the soils deeper than II feet bgs due to large cobbles and gravel. DRO was present at concentrations of 2,789 mg/kg a 10 ft bgs and 799 mg/kg at 11 ft bgs. Groundwater was not encountered by the maximum depth of 11 ft bgs. Former Staff
10/4/2000 Update or Other Action ADEC received a site cleanup plan dated 10/4/2000 that proposes completing interim cleanup action at the former UST site at the same time it finishes site characterization. Contaminated soil that was identified in May 2000, present at about 7 ft below ground surface or below the visqueen barrier, will be removed to the extent possible. If groundwater is not encountered and the laboratory samples from the bottom and sidewalls of the excavation are below the cleanup levels determined for the site by ADEC, a monitoring well will not be installed. 11/14/2000 Offsite Soil or Groundwater Disposal Approved On 11/14/2000 ADEC reviewed EMI's "Waste Management and Transportation Plan" and approved transport and disposal of contaminated soil at Alaska Soil Recycling (ASR). Following this approval, ASR's December 12, 2000 letter confirmed that 28.19 tons of soil were received on 11/22/2000 and thermally remediated, and that post-treatment sampling results met the ADEC's most restrictive cleanup level (Level A). Pre-treatment stockpile sampling for DRO, GRO, RRO and BTEX had a result of 1,940 mg/kg DRO with no other compounds exceeding the cleanup level. Former Staff
11/29/2000 Update or Other Action ADEC received "Addendum Report, 161 Jelinek Place Site Investigation - UST Spill #99239919803 Drinking Water Well Record" dated 11/27/2000 and prepared by EMI. The report notes that groundwater was encountered at 12 ft below ground surface, and a groundwater sample was collected October 16, 2000 from the monitoring well installed at the property. Analytical results were 1.18 mg/L DRO, 0.00275 mg/L xylene, and 0.00222 mg/L toluene. No other BTEX components were detected in the groundwater. Former Staff

7/5/2002 Update or Other Action On 7/5/2002 Contaminated Sites Program (CSP) staff received four reports prepared by Environmental Management Inc. (EMI) for the VA from the current property owner. The documents were submitted to and reviewed by the spill response group before the site was transferred to the CSP. The reports are the "Interim Site Characterization Report" dated October 2000; the "Site Characterization and Interim C/V Report" dated November 2000; the "Addendum Report" dated November 27, 2000; and the "Soils Disposition Documentation " dated January 3, 2001. 3/16/2017 Document, Report, or Work plan Review - other ADEC received a report titled "Results of Water Sampling of Three Monitoring Wells In January 2017" reporting on a final sampling event for well JMH-1 at the former tank site. The well was sampled for RRO, DRO, BTEX, VOCs by method SW8260C and Polycyclic Aromatic Hydrocarbons by method 8279D with no detectable results for any compound except DRO in the duplicate sample only at a concentration of 0.197 mg/L, an order of magnitude below the applicable groundwater cleanup level. Also reported were observations made in the crawl space adjacent to the former tank location, including field screening, with no evidence of fuel contamination noted. Eileen Olson
