Problems/Comments

Gasoline contamination was discovered in two residential wells and one well serving a business at levels exceeding federal Maximum Contaminant Levels for drinking water. Residential well at the landowner's home was the most heavily contaminated. Her property is not necessarily the source. Lot 6, Swanee Slopes Subdivision. Off Mile 20, Old Glenn Hoghway. The elevation is 121 meters (~397 feet).

Action Information

Action Date Action Description DEC Staff
12/2/1999 Update or Other Action PRP letters sent to owner of residence with most highly contaminated well (with request for sampling of nearby drinking water wells), and to Chevron, former supplier for former service station site. Eileen Olson
12/4/1999 Update or Other Action Site visit to distribute drinking water advisories. Eileen Olson
12/10/1999 Meeting or Teleconference Held Staff met with attorneys for two PRPs, and several other involved parties to discuss the state's requirements for site assessment and cleanup. An attorney for a property owner and for Chevron were present. Eileen Olson
12/22/1999 Site Added to Database Documented gasoline contamination of drinking water wells. Eileen Olson
12/29/1999 Site Ranked Using the AHRM Initial ranking. Eileen Olson
1/7/2000 Update or Other Action Site visit to distribute updated drinking water advisories. Eileen Olson
1/12/2000 Meeting or Teleconference Held Staff met with one of the PRPs, her attorney and environmental consultant to discuss minimum state requirements for investigation of the source and extent of contamination. Eileen Olson
2/1/2000 Update or Other Action Letter sent requesting investigative action including installation and sampling of monitoring wells no later than March 20, 2000. PRP plans to do geophysical survey first, by mid-February, to aid in monitoring well placement. Letter also advised PRP that if progress is unsatisfactory the state may assume the investigation and cleanup, and if state assumes cleanup and PRP is later determined to be a responsible party, she will be required to pay all state's response costs. Eileen Olson
3/2/2000 Update or Other Action Letter sent: Second request for work plan and investigative action to determine source of groundwater contamination. RP had not acted on request of 2/1/00. ADEC again requested installation of groundwater monitoring wells and sampling of drinking water wells. Eileen Olson
4/11/2000 Update or Other Action Letter sent following receipt of a complaint--requested that discharge water from basement sump be sampled within the week. Eileen Olson
4/12/2000 Site Characterization Workplan Approved Letter sent to Cathy Morton approving a "Schedule for Geophysical Investigation and Monitoring Well Installation." Monitoring well installation is now to be completed by April 21st. Eileen Olson
4/25/2000 Site Characterization Report Approved Reviewed data for SECOR's March 21st sampling of 9 drinking water wells. Petroleum hydrocarbon contamination only exceeded Table C (of 18 AAC 75) in one well. However, sodium in all 9 wells exceeded the SNARL, nitrate in two wells exceeded the primary drinking water standard, and lead in water from two wells exceeded the 15 ppb lead standard. Eileen Olson
9/22/2000 Update or Other Action Chevron's consultant has been collecting samples from drinking water wells in the vicinity of the Morton residence and the former Chevron station (also now owned by the Mortons). The consultant reported that analytical results showed detectable toluene for the first time before the filter at the Chugiak Benefits Association building, which also serves a day care. The Chugiak Benefit Association called for an explanation of the meaning of the analytical results immediately following. Chevron's consultant advised the department that they will be re-sampling immediately. Eileen Olson
11/7/2000 Cleanup Level(s) Approved Approved work plan for sampling drinking water wells (quarterly monitoring underway by Chevron's consultant, SECOR). Eileen Olson
11/21/2000 Update or Other Action Conversation with Tiley of DW program regarding Golden Wheel Amusements sampling; file review for past sampling events. Eileen Olson
3/19/2001 Update or Other Action Received investigation summary for former Chevron property at 18631 Old Glenn Highway requesting site closure (no further action status). Eileen Olson
2/14/2002 Update or Other Action Letter sent to Cathy Morton requesting monitoring well decommissioning before proceeding with site closure process. GW levels have dropped below federal drinking water standards, and no contaminant source was identified on Morton's property, so decommissioning of the monitoring wells, if they are not going to be monitored, was requested to protect groundwater. Eileen Olson
2/19/2002 Update or Other Action Date of ADEC letter informing Chevron that it is no longer considered a potentially responsible party with respect to the Chugiak groundwater contamination site/incident. Letter states that ADEC found no evidence that sources on, or associated with, the former Chevron station at 18631 Old Glenn Highway were the source of area groundwater contamination. The former Chevron station is listed as a closed LUST site on the CS database and has site name Chugiak Chevron and Reckey No. 1988210116601. Eileen Olson
2/25/2002 Update or Other Action Call from Cathy Morton, RP for 'Chugiak Groundwater' site to clarify requirements for monitoring well abandonment. She said she will make a note to take care of the abandonment after breakup and mentioned that she will probably use Terrasat to do the work. Eileen Olson
8/29/2002 Update or Other Action Date of consultant's email to ADEC confirming decommissioning of the four monitoring wells at the site and requesting site closure for contamination of well serving Cathy Morton residence at 21625 Swanee Court, Chugiak. Eileen Olson
