Problems/Comments
Elevated levels BTEX, DRO, and metals contamination detected in lab analysis of sludge sample from seepage pit servicing the maintenance shop floor drain. Extent of soil contamination around the seepage pit is not known. Groundwater monitoring well was placed near the seepage pit in the direction of and 75 feet from the Big Lake Shoreline. Well sampling analytical results showed detectable contaminants similar to the seepage pit analytes but at concentrations below applicable cleanup levels. Phase I Site Assessment by GE2T in 10/1999. SA and Release Investigation 12/2000 by GE2T. Local population is residential, 85% served by private drinking water wells and septic systems.

9/26/2001 | Site Closure Approved | In a letter dated 9/26/01, CSRP approved closure of the site. The closure was based upon information provided in Gilfilian's report "Floor Drain Seepage Pit Corrective Action" dated August 14, 2001 that was received by CSRP on 8/21/2001. The report summarized findings from work that was performed in May 2001 in accordance to the work plan approved by CSRP on 5/15/01. The report noted that: -Wastewater and sludge from the seepage pit was removed, analyzed, and manifested off site as hazardous waste that exhibited the toxicity characteristic for cadmium (D006) and lead (D008). In addition to sludge exhibiting the hazardous waste characteristic of toxicity for cadmium and lead, sludge analysis showed high concentrations of petroleum hydrocarbons (e.g., diesel range organics (DRO) up to 42,200 mg/kg and residual range organics (RRO) up to 71,000 mg/kg, volatile organic compounds (e.g., benzene up to 0.226 mg/kg), and other metals (e.g., arsenic up to 29.0 mg/kg); -The concrete seepage pit was removed, cleaned and recycled; - Soil was excavated around the seepage pit, stockpiled, and analyzed. The stockpile was treated with lime and the mixture was landspread on-site; - Soil that was tested by field screening and deemed “clean” was used to backfill the area of the removed seepage pit; - Confirmation sampling was performed of the soils that remained in the pit after excavation; and; - The monitoring well located about 18 feet downgradient of the seepage pit was sampled. The letter also noted that in discussion with Mr. Robert Gilfilian of GE2T on September 24, 2001, it was noted that the septic tank had been routinely pumped out and the contents transported to Anchorage where they were discharged into the Anchorage Wastewater Utilities treatment facility. The letter noted that based on the information to date, the department concludes that soil impacted by the contamination was mostly below 18 AAC 75 Method 2 cleanup levels. Several soil samples of arsenic and chromium (total) were slightly over Method 2 cleanup levels for their migration to groundwater pathway, but the levels were within USGS published concentrations listed for regional background arsenic and chromium (total) concentrations in the Big Lake area. The department recognizes that the metals concentrations are within an acceptable range of background concentrations and/or a range close to the established cleanup level to not require further cleanup action. Groundwater monitoring showed that during two sampling events, no contaminants were detected above Table C cleanup levels and there is no evidence that the contamination has migrated to Big Lake. Based upon the information presented above, the department has determined that the cleanup actions have removed hazardous substances so there is no longer a risk to human health or the environment. Therefore, no further action is required at this site and it will be closed as a contaminated site. However, if future information is shown that contamination exists above cleanup levels or that contamination is migrating towards Big Lake, the department may require further action, including further assessment, monitoring, and/or cleanup. The letter noted that this decision does not preclude any action that the Environmental Protection Agency (EPA) may request of you. The department has been coordinating its review with Mr. Jonathan Williams of EPA’s Groundwater Protection Unit in Region X because the seepage pit is an injection well that is regulated by both EPA and the department. Mr. William’s office will soon be contacting you as well regarding the subject closure report. While the Contaminated Sites Program (CSRP) of the department is “closing” the aspect of the petroleum and metal contamination due to the seepage pit, CSRP requested that the RP contact Mr. Mike Skibo in DEC's Drinking Water/Wastewater Program to determine whether his program will require further actions to address any pathogenic problem associated with the spreading of the sewage sludge on-site, e.g., providing further lime treatment, and whether he will require further details on the work associated with the facilities wastewater disposal system. | Rich Sundet |
