Problems/Comments

The Army used the Lake Louise Camp as a recreational facility during the 1950s and 1960s. Although the site is referred to as a training camp, no documentation of the Army actually conducting exercises or maneuvers at the site exists. Improvements consisted of concrete foundations, a mess hall, Quonset huts, cabins, pit latrines and a Marston landing mat/railroad tie breakwater and dock and an airstrip that serviced both the Army's recreation camp and the Air Force Recreation camp located on further to the west along the shore of Lake Louise. In June 1984, the USAED and the ADNR signed a Memorandum of Agreement for the environmental restoration of the Lake Louise Camp The MOA stipulated that the ASAED would reimburse the ADNR under the DERP for satisfactory completion of the removal. The following improvements were removed: mess hall remains and foundation, Quonset hut remains, three latrines, the Marston landing mat/railroad tie breakwater and dock, barrack pads, property line fencing and posts and other visible debris. After completion of the removal, erosion around the former Marston landing mat/railroad tie breakwater and dock exposed more metal debris. Funding problems for the DERP caused a moratorium on projects involving only debris removal. No further developments regarding the exposed debris have occurred. No contamination was found and no potential sources of contamination were found during a Site Inspection condcuted by an EPA START contractor. Along the southern edge of the airstrip a large number of drums were disposed of and remain in place in the tundra. Some of the drums are labeled and it is evident that they were the property of the Department of Defense. Most of the legible labels indicate that the drums contained aviation fuel and diesel fuel. 6/21/2010 Site Visit ADEC staff acoompanied by USACE staff and their contractors drove to Lake Louise for a site inspection and meetings with the local ADOT project manager to solidify plans for this summer's field work. We visited the lake shore recreation site where some solid waste is to be removed from the shore line as well as in the sediment on the bottom of the lake. Little solid waste was visible from the shore and additional surveys will need to be conducted from a boat to determine the extent of solid waste tht is remaining. We also visited the airstrip that services the Lake Louise area. It has been undergoing some expansion and drums were discovered scattered along the southern side of the runway. We walked around in the area for some time inspecting the visible drums and estimating the number of drums that remain. There are approximately 150-200 drums scattered in the woods adjacent to the cleared area south of the airstrip. Techniques to remove the drums were discussed. A work plan is forthcoming. 7/26/2010 Update or Other Action ADEC staff recieved a copy of the Draft Drum/Debris Removal Work Plan for theLake Louise Army Recreation Camp and the Army Airfield. The plan details the removal and disposal of solid waste along the lake shopre and beneath the surface of the water. There are approximately 150-200 drums that have been disposed of along the southern side of the airstrip that services the Lake Louise area. The plan details the removal of these drums and the sampling strategy to be performed after the drums have been removed. Additionally the plan details the sampling strategy if any of the drums still contain product. During the two site visits that the ADEC staf has participated in, none of the drums were found to contain any product. Jonathan Schick
8/2/2010 Update or Other Action Contaminated Sites Staff issued a letter to the US Army Corps of Engineers regarding the Draft Work Plan for Drum and Debris Removal at the US Army Airfield and Recreation Camp at Lake Louise. The main concerns about the draft plan was to make sure that the characterization of the soils beneath the drum was performed consistently and thoroughly. Additonally the state expressed concern about disturbing potentially impacted sediments from the lake bottom during the debris removal action. Jonathan Schick
9/13/2010 Update or Other Action ADEC Contaminated Sites Staff recieved a Final copy of the Drum and Debris Removal Work Plan for the US Army Airfield and the Army Recreational Camp on the shore of Lake Louise. The Final version was dated September 2010. According to the schedule presented in the document, teh field work is set to start today. The plan details the removal of approximately 200 abandoned drums in the brush adjacent to the airfield and characterizing the soil beneath the removed drums. Additioally the work plan addresses the removal of inert debris from the lake bottom at the Army Recreation Camp area. Some of the underwater debris has been identified as a navigational hazard for recreational users of the lake. Jonathan Schick

4/15/2011 Update or Other Action Contaminated Sites Staff submittted a comment letter to the US Army Corps of Engineers Project Manager detailing the State's concerns with the report. The State requested that the report be augmented with additional information regarding the soil and waste stream sampling that toook place at the airfield. More detail was requested on the types and condition of the solid waste that was removed from the lake bottom. Jonathan Schick

8/1/2011 Site Characterization Report Approved Contaminated Sites Staff submitted a letter to the US Army Corps of Engineers approving the Final version of the Drum and Debris Removal Report for the Lake side Recreational Camp and the Airfiled drum removal. The State's main concerns were regarding differentiating the total chromium from the hexavalent chromium and the designation of the action level that will be used for the PID to guide the excavation activities. 9/12/2011 Site Characterization Workplan Approved Contaminated Sites Staff recieved the Final version of the Drum and Debris Removal Work Plan Amendment 1: DRO-Contaminated Soil Removal dated September 2011. THe plan is an amendment to the 2010 plan where the scattered drums and debris were removed from the site and several areas beneath the drums were noted to be impacted. This year's work is to return to the sites where impacted soil was identified and remove the soil, and collect confirmation samples. There is also an attempt to collect data to support a background metals survey for the area to eliminate several metals as contaminants of concern. Jonathan Schick
12/21/2011 Site Characterization Report Approved Contaminated Sites Staff recieved the Revised Final Version of the Lake Louise Drum/Debris Removal Report for the US Army Airfield and Recreation Camp. The report summarizes the drum and debris removal action from the summer of 2010. The revised report addressed the comments submitted prveiously on this document. The residual impacted soil has been removed from the areas identified in this report and that removal will be detailed in a separate report. Jonathan Schick
1/30/2012 Document, Report, or Work plan Review - other Contaminated Sites Staff recieved a Draft Technical Memorandum for the 2011 DRO-Contamintes Soil Removal at the US Army Airfield at Lake Louise. The memo described the work performed at the site in 2011 including the removal of approximately 8 cubic yards of DRO impacted soil and shipped the material off-site for treatment and disposal. The memo also discusses the fact that more work remains to be completed at the site to remove mmore impacted soil. Jonathan Schick
3/1/2012 Document, Report, or Work plan Review - other Contaminated Sites Staff submitted a letter to the Remedial Project Manager for the US Army Corps of Engineers regarding the Draft Technical Memorandum on DRO soil removal from the Laek Louise Army Airfield during the 2011 field season. 3/20/2012 Document, Report, or Work plan Review - other Contamintaed Sites Staff recieved a Final version of the Technical Memorandum for DRO contamianted Soil removal for the US Army Airfield at Lake Louise. The comments from the draft version were included in the final version and it is approved for the record. 5/23/2012 Document, Report, or Work plan Review - other Contaminated Sites Staff submitted a comment letter to the USACE project manager regarding the Draft Work Plan Addendum for soil sampling at the Lake Louise Airfield. The plan details the early summer sampling program to try to delineate the horizontal and vertical extent of the remaining DRO contamination at the site. The main concern with the plan was that the use of hand augers may not be able to delineate the vertical extent of impacted soil as the soil may be frozen and impenatrable to hand tools where the impacts may have advanced further into the frozen soils during times when the soil is warmer. The report provides additional characterization of diesel range organics (DRO) remaining in soil at five locations at the Lake Louise site. DRO remains at levels up to 39,000 mg/kg. An alternative cleanup level for the migration to groundwater pathway is presented using 18 AAC 75.340, Method 3. The only parameter for the Method 3 calculation that was changed from the default levels is the total organic carbon (TOC) content. A value of 1.28 percent was calculated for the TOC and input to the on-line Method 3 Calculator provided by DEC. An alternative cleanup level of 3000 mg/kg DRO for the migration to groundwater was approved based the total organic carbon present in the soil.
