Problems/Comments

On September 30, 1999, the current residents of 3511 Erin Drive hired a local contractor to replace their 500-gallon capacity heating oil tank. When the existing tank was removed, a large hole (approximately 2 square inches) was discovered in the side of the tank. Based on information provided by the homeowner, in March 1997, the tank had been moved from a location near the garage to the middle of the yard to meet distance requirements between the drinking water well and buried fuel storage. During the excavation of the former tank, stained soil was observed, and hydrocarbon odors were noted by the homeowners. EMCON estimated the volume of contaminated soil to be 90 to 400 cubic yards. They estimated the volume of fuel released at this site is between approximately 300 to 1,500 gallons. Drive point wells were installed upgradient, in the source area and downgradient of the release. Benzene levels at the source area was 552 ppb benzene and 30.8 ppm DRO. No impact appeared to be present downgradient on-site. A responsible party was identified as Homestead Builders, 1235 Lakloey Drive, North Pole, AK 99705. They are unwilling to take responsibility for the hole in the 500-gallon heating oil tank that was the cause of the contamination. They were the contractors responsible for relocating the heating oil tank in 1997.

Based on calculations performed by EMCON personnel, they estimated that between 90 and 400 cubic yards of impacted soil are present on the site. It was also estimated that between 360 gallons and 1,200 gallons of fuel were released at the site. As of February 4, 2000, a total of approximately 75 gallons of fuel had been removed. Three drive points were installed on-site. The drive point in the source area had 552 ppb benzene and 30.8 ppm DRO. The drive point downgradient (DP-3) was 3 ppb benzene and 0.424 ppm DRO. The drinking water well was also sampled on 11/12/99 and the results were non-detected for BTEX. Deborah Williams

5/4/2006 Update or Other Action Received Shannon and Wilson report on March 2006 groundwater sampling. Results indicated that DP-1 and DP-3 which are located upgradient and downgradient of the source area were non-detect for DRO and BTEX. 7/5/2006 Update or Other Action On June 15, 2006, Shannon and Wilson installed and sampled a well point (DP-4) west-northwest of the release area in the estimated down gradient location of the source area. No GRO, BTEX or DRO were detected in the DP-4 sample. Based on groundwater flow measurements, the location of this well point appears to be adequately placed to characterize conditions down gradient of the source area. Deborah Williams

10/6/2008 Update or Other Action Monitoring report submitted by Shannon & Wilson. DP-2 (source monitoring well) contains 7.22 mg/L DRO and 0.136 mg/L benzene. Shannon & Wilson indicated that a stable or decreasing trend could not be determined from the historical data collected at DP-2 and recommended continued monitoring. These steps are: 1)Demonstrating that steady state or decreasing groundwater contaminant trends are occurring 2) Determining that free product is recovered to the maximum extent practicable 3)Providing results that petroleum contaminants are still not being detected in the drinking water well. 4)Evaluate vapor intrusion potential and possibly conduct tests to indicate vapor intrusion is not a significant exposure pathway.
