Problems/Comments

On March 20, 1987 the M/V All Alaskan ran aground on the north shore of Saint Paul Island, Alaska with approximately 141,000 gallons of diesel fuel on board. During an emergency operation approximately 100,000 gallons of diesel was removed from the vessel; the remaining 40,000 gallons were never retrieved and were presumed to be released to the sea. Remaining on board to date are unknown quantities of asbestos containing materials and over 200 containers of miscellaneous substances, many of which are hazardous. Undiscovered reservoirs of petroleum products, refrigerant, and other substances may also be aboard. A settlement agreement between the State (DEC and DNR); All Alaskan Seafoods, Inc., the owners of the All Alaskan; and Tanadgusix Corp. was signed in early 1993. The agreement provided for the complete removal of the All Alaskan wreck and restoration of the site. Martech USA was awarded the wreck removal contract. In addition to other requirements, the settlement agreement called for submittal of a Phase I Removal Plan by April 1, 1993, and a Phase II Removal Plan, a Restoration Plan, and a Site Contamination Assessment Work Plan in time to allow for department approval by May 1, 1993. The letter includes a deadline of September 30, 1994, for final disposal either on or off island of solid waste (which comprises the wreck, parts and pieces thereof, and all associated debris).
