Problems/Comments

Sediments under the City and Borough of Juneau (CBJ) Cruise Ship Dock are contaminated with polycyclic aromatic hydrocarbons (PAHs). The source is uncertain but the PAH contamination is associated with ship activity and historical environmental practices. The approved Interim Removal Action Plan dredged 2,400 cubic yards of contaminated sediments from the site: Area A is submerged land adjacent to Lot 1 Block 83 next to the City Library and Parking Garage. The dredge spoils were disposed in a Confined Disposal Facility within the Douglas Harbor Expansion Project at the end of Dock Road. The disposal site plan prescribes the site be capped with asphalt and a system of piping must capture all leachate and an oil/water separator removes any floating petroleum before discharging to marine waters.

10/29/2013 Update or Other Action Submerged land parcel ADL 108124 Juneau Harbor (site) is proposed for conveyance (.825) by DNR to the CBJ according to the Area Plan. DEC provided comment on the conveyance stating that sediments under the Cruise Ship Dock may be contaminated with polycyclic aromatic hydrocarbons (PAHs) from non-point source activities that may include ship activity, winter snow disposal, and/or other activity. Any in-water work by the CBJ that may disturb these sediments will be conducted under a 404 permit and coordinated with ADEC Division of Water. DNR Contact is Anne L.
