Problems/Comments

Historical leakage and containment failure resulted in a release of 500-900 gallons of heating oil from an above ground tank. Interim removal excavated 70 cubic yards of oily surface soil. Analyticals on pit closure soil samples indicate successful removal of off-site contamination. On-site samples indicate residual soil impacts above Method 2 cleanup levels remain in place beginning at the residence foundation where further excavation threatened the stability of the structure. Contaminated soil was limited vertically by a dense volcanic ash layer present at approximately four feet below ground surface. Due to the inconsistent presence of groundwater beneath these properties, monitoring wells will not be required to show that regulatory concentrations of petroleum in the groundwater are attained. 70 cubic yards of contaminated soil was transported to the USR Juneau facility and thermally remediated.

Description Details
When Contaminated Soil is Accessible, Remediation Should Occur Concentrations of DRO above the most conservative Method 2 Migration to Groundwater Cleanup Level of 230ppm remain in soil beneath the southeast corner of the residence near the spill release from the tank. Soil contamination reached 9200ppm DRO and will require further evaluation. Contaminated material shall be investigated and appropriately managed or removed in accordance with DEC cleanup requirements at such time if and when it becomes accessible through major structural modifications or demolition of current structures on the property.
