Problems/Comments

Five buildings that were demolished and removed include a power plant and several vehicle repair shops. Analysis of soil samples collected at the site found trace level PCBs, DRO levels at 4,600mg/kg, VOC, SVOC, and total chromium above method two cleanup levels. Cleanup has been completed using ADEC approved site-specific alternative cleanup levels. A 1,000 gallon gasoline and a 1,000 gallon diesel UST were removed from the Northwest corner of the City Garage in 1993. A 500 gallon AST, a 4x4x6 sump with three 1-inch exit lines, two grease pits with lube rack, drum storage area, hazardous materials storage, parts washing (solvent) barrel, and former asphalt batch plant have been or are present on-site. Two 12,000 gallon USTs were located east of the Electric warehouse. One of the tanks had pinhole leaks when it was pulled in summer of 1989. 8x33 feet transformer pad is located west of warehouse. 1.5x1.5x3-feet-deep sump with 4-inch inlet and 3-inch outlet pipe was connected to diesel fuel storage tank plumbing and located at the southwest corner of warehouse. 10 residential properties are east of the site. Petroleum contaminated soil was encountered at this site on June 13, 2017 during site preparation work for construction of affordable housing units on this property. The property was previously transferred from the municipality to a non-profit organization. PPR staff were onsite to document the release. The potentially responsible party (non-profit organization) has been instructed to stop work in the area until a environmental consultant is hired and a work plan can be submitted for CSP review.

8/1/2007 Update or Other Action All structures have been removed and the site has been leveled. Runoff water from the hillside is diverted around the property in a ditch where it eventually enters the storm drain system. It discharges through a nearby small wetland and then into marine waters. The biocell has been constructed at the Granite Creek Quarry. No leachate was observed; the soil was last tilled at the end of June. No odors or visible signs of contamination present. Bill Janes
1/14/2008 Update or Other Action cleanup complete determination letter issued this date with site-specific method 3 migration to groundwater cleanup levels for DRO. Site will remain in "active" status until the Granite Creek quarry bioremedation stockpile soil reaches applicable cleanup levels(sampling required summer 2008). Site-specific alternative cleanup levels (ACLs) approved in March 2007 for GRO, DRO, and RRO are 1,400, 3,800, and 8,300 mg/kg respectively. ACLs approved in September 2017 for BAA, BAP, BAF, and naphthalene are 1.7, 0.17, 1.7, and 19 mg/kg respectively. Danielle Duncan
9/22/2017 Document, Report, or Work plan Review - other All of the soil within the sewer and water line excavations meet the site-specific cleanup levels post-excavation. There is currently a stockpile of approximately 120 cubic yards of petroleum contaminated soil located on a liner and covered on site. 1/6/2022 Update or Other Action Spoke with a Sitka Land Trust representative on this date regarding this property which has been given to the Trust by the City to build affordable housing on. They were making sure that there were not any issues with putting in a water/wastewater system. I assured them that the site was completely closed with the final confirmation sampling in 2018 showing concentration below the Method 2 most stringent cleanup levels so they were free and clear to develop. There was also no history of groundwater contamination on this site. Evonne Reese
