Problems/Comments

The Alaska Transformer Company (ATC) used the property as an electrical transformer reclamation center and heavy equipment maintenance facility between 1983 and 1988. In 1988 property ownership shifted to the Fairbanks North Star Borough and drums and transformers were abandoned and scattered throughout the site. The ADEC conducted initial characterization and waste disposal activities which removed drums and transformers from the site and identified a floor drain system and underground storage tank (UST) on the property. The property was purchased under a Prospective Purchaser Agreement (PPA) in 2004 and additional remediation including removal and closure of the floor drain system, excavation of the UST and contaminated soils, and confirmation soil sampling was completed by the landowner under this agreement. Final confirmation soil samples collected in 2020 indicated that all concentrations of contamination above the migration to groundwater cleanup levels had been removed during site remediation activities. A more detailed summary of site characterization and remediation activities that have been conducted at this site can be seen in the closure letter included in the Attachments section for this site. On-site ground water is contaminated with chlorinated solvent contaminated that originates from a hydraulically up-gradient and off-site source and is managed under the Six Mile Richardson Highway Groundwater Investigation site (Hazard ID 25660, ADEC File #102.38.112).

3/2/2005 Update or Other Action The water quality results for 1378 Smithson were returned in the mail as undeliverable because of no mail box. The results were sent to Mr. Curtis & Shana McNeal at 1370 Smithson the registered owners of the property. A check with the Fairbanks North Star Borough (database query and telephone call by Mitzi Read) found 1370 Smithson as the only valid mailing address. The water quality results were hand delivered by Mr. Douglas Bauer on 3/2/2005. There was no one home at a green house trailer at 1378 Smithson at the time so the results were left in the front door sill. The residence at 1378 Smithson qualifies for a water treatment system since the TCE concentration is 4.0 µg/L which is above the 3.5 µg/L water treatment criterion. The TCE increase is statistically significant based on previous sampling. Douglas Bauer
3/2/2005 Update or Other Action A gentlemen interested in purchasing property at the corner of Warner Road and the Old Richardson Highway visited the office. He was interested in ground water contamination in the Six Mile area. He was given two color prints of the ground water plume from the contaminated sites site summary page. The property in question has not been impacted by the Six Mile ground water plume; he was advised to test the drinking water anyway because of other unknown sources in the area. Douglas Bauer

5/25/2007 Update or Other Action Staff contacted Craig Mansfield, owner of the 6-mile truck shop, regarding the status of his site. A prospective purchaser agreement was signed by him, the State, and the Fairbanks North Star Borough in September/October 2004. Rockwell Engineering completed excavation work at the site in 2007 that was required in the PPA, but they did not have an approved work plan and no confirmation sampling was collected in the septic tank or drum storage area. There is a petroleum-contaminated stockpile on site. The groundwater is being monitored through the 6-mile area-wide investigation, but the plan must be reviewed to determine if the all of the appropriate COCs are being monitored. Mr. Mansfield believes he has completed the requirements of the PPA, with the exception of continued treatment of the stockpile. Rockwell Engineering is reviewing their files to determine if they coordinated with Doug Bauer or other DEC personnel on the field work. Confirmation sampling here may not be an issue if ICs can be established limiting soil disturbance and the area-wide groundwater monitoring can include petroleum constituents. Ann Farris
3/14/2008 Update or Other Action Project manager changed from Jim Frechione to Ann Farris. A review of the January 2008 Environmental Investigation Results of 6-mile Truck Shop, Fairbanks, AK by Rockwell Engineering and Construction Services indicates a underground heating oil tank was removed, stained surface soil around the building was excavated, 15 cy of soil removed from the “former pit area”, and an abandoned septic system excavated and filled with clean soil. Confirmation soil samples were collected beneath the tank and were clean. The surface soil was removed based on visual observations and cold PID readings and placed in a stockpile. This same method was used for the septic tank and "pit area". The stockpile was then sampled and found to have DRO contamination above migration to groundwater levels, 1,410 to 6,210 mg/kg. Arsenic also found to be slightly above cleanup level of 2 mg/kg, 2.5 to 4.9 mg/kg. No samples were collected at the edge of the excavation in the septic system or pit area. Ann Farris

7/13/2011 Site Visit Catherine Glover and Ann Farris met with the owner, Craig Mansfield, and Rockwell Engineering Representative, Shann Jones, at the site. Craig described the work that had been done, the locations where soil had been removed, and the stockpile that was constructed. The stockpile (pictures in the electronic file) was approx 40 x 100 feet and at most a foot deep. The consultant took only two confirmation samples based on the volume of soil. They did not submit a work plan prior to the sampling and did not take a duplicate. However, the pile has been there for four years and given it's shallow depth, is likely to have undergone significant remediation. Vegetation was growing through the pile. There was no surface staining observed on the rest of the property. The floor drains in the building had been excavated and there were no noticeable odors. The drains are going to be capped now with a cement plug. The owner is requesting spreading the soil from the stockpile thinly across the site. He indicated he would upgrade his fence system to be more secure. He has no plans to sell the site. Email correspondence in the hard file. Ann Farris

7/21/2011 Cleanup Plan Approved Staff approved dismantling the stockpile and spreading the remaining soil across the site. In 2010, samples were collected from the stockpile and analyzed for DRO and arsenic. DRO showed concentrations below driect contact and inhalation cleanup levels, but above the migration to groundwater levels (324-418 mg/kg). Arsenic was present slightly above the migration to groundwater cleanup level (7.6-7.8 mg/kg) but below the area’s background levels as determined by the U.S. Army Corps of Engineers. For spreading across the site, during which additional remediation would occur, DEC considered this remaining contamination a de minimis amount that would pose no risk to human health or the environment. 2/28/2019 Update or Other Action DEC sent a letter to the landowner following a complete file review. Confirmation soil sampling is needed to determine if soil contamination remains in bermed drum storage area and the septic system following the excavation work in 2007. In addition, the septic system is a Class V injection well regulated by the EPA, and the system needs to be formally closed out by EPA to satisfy the prospective purchase agreement.
