Letter sent to Norm Straub with information regarding Interim removal action report. The report documents the soil removal and transport of contaminated soil discovered during the removal of a leaking underground fuel pipeline. Approximately 185 cubic yards of contaminated soil discovered in three sections along the pipeline was transported to Alaska Soil Recycling for thermal remediation. No further remedial action is necessary for two of the three excavations areas. ADEC requested the submittal of an additional site characterization work plan by April 7, 2003. |

Installation Action Plan for the CSMS Lower and Middle yards has been reviewed and staff is requesting that plans be put in place for additional investigation.
A leachfield in lower yard is hypothesized in Phase 1 Section 4.6, "Bathroom facilities and not hooked up to sanitary sewer." A sewer pipe was found during 2002 IRA, that appears to extend south past the fence. Investigation is needed to find the discharge point and to determine if any soil or groundwater contamination exists as a result. Sampling should occur for GRO, DRO, RRO, SVOCs, VOCs, metal and PCBs.
As indicated in your discussion of the cleanup strategy for the Lower Yard, the extent of the POL contamination has not been fully defined both in soil and groundwater. The wells that have been placed to date, do not adequately characterize the aquifer characteristics. The wells should be redeveloped to try to remove the turbidity and if that is successful, they should be sampled. It also appears that additional wells should be installed west and south of the fence. These would determine if the contamination has migrated past the fence. The information obtained from these actions should then allow development of a reasoned approach to site cleanup. The location of any drinking water wells close to the facility should be included in this summary.
The data for the Middle Yard supports a determination that the site is non-qualifying. No action is required for the middle yard site. |

Quarterly Monitoring Reports 6 and 7, CSMS Lower Yard, were reviewed. The data suggests that it may be possible to reduce the number of monitoring wells that are sampled at future events. A complete review of the groundwater monitoring along with the data obtained from the ROST/LIF investigation of the site should provide enough information to support a decision.

The reports document continuing diesel range organic contamination present in two wells above 18 AAC 75.345 levels. DEC has requested several times that the AKARNG and DEC meet to discuss these results and that DEC be provided with a copy of the report from the ROST/LIF investigation. These requests were made prior to your involvement with this site. At your convenience, please provide me a copy of the ROST/LIF report and contact me at 269-0298 to set up a meeting to discuss further remedial action at this site.

Soil Boring Installation Work Plan, Alaska National Guard, CSMS Lower Yard—Tudor Road, April 25, 2011. The Alaska Department of Environmental Conservation (DEC) received the referenced draft work plan on May 9, 2011 with a schedule for execution of the work to occur on May 2-3, 2011. Please revise the schedule as per 18 AAC 75.345 before beginning site characterization the plan must be approved.
The groundwater at the site is between 31 and 14 feet below ground surface. Installing a 2-feet long bentonite slurry/native material just below the active layer at 6-feet below ground surface will not seal the borehole to prevent migration of contamination. Once the final depth of the boring is reached the entire boring is to be filled with bentonite or equivalent. This site is known to contain silt layers that do prevent migration of contamination to the groundwater and a boring through that will create a preferential pathway from soil to groundwater for contaminant migration.
