Problems/Comments

Two interconnected stained areas with the dimensions of approximately 9 feet by 16 feet and 2 feet by 12 feet were identified west of the Northwood Maintenance Facility on May 16, 2000. The source of the contaminant discharge is unknown. The second area of concern is stained soil with the dimensions of 26 by 30. The contaminants of concern are diesel range organics and residual range organics.

One condition is taking an analytical sample in the immediate vicinity of the sump, and within a foot of the bottom of the cell, for a total of 7 additional analytical samples to be analyzed for DRO. The other condition is at least 1 soil sample must be obtained for each 10 cubic yards of stockpiled soil for field screening purposes following the ADEC UST Procedures Manual dated 9/22/95, obtaining samples from various depths but not less than 18" beneath the exposed pile surface. and documenting the results. 12/7/1998 Update or Other Action Reviewed a copy of the Golder Associates report "Additional Characterization of Stockpiled Soils MOA -Northwood Facility" dated 10/29/98, received 11/2/1998 and sent a letter requesting no further investigation or cleanup of the subject soils and not objecting to the report recommendation that the soils be graded to the existing grade adjacent to the stockpile. The report documented fiedl screening and sampling of approximately 3,000 cubic yards of soil which were remediated in a biocell. The soils were origianlly excavated in the summer of 1994 during a MOA road improvement project at East 70th Avenue and the Old Seward Highweay. Biocell sampling done in 1997 and 1998 included field screening of 316 locations within the stockpile, and collection and analysis of 20 samples based on field screening results. None of the analytical results exceeded the applicable cleanup standard of 250 mg/kg DRO. Eileen Olson

11/19/2012 Document, Report, or Work plan Review - other This is in follow-up to our telephone discussion on November 7, 2012, in which we discussed the status of cleanup of the Municipality of Anchorage’s Northwood Street Maintenance Facility. As we discussed, the MOA never implemented your consultant Shannon & Wilson’s (S&W) work plans dated July 25, 2000 addressing two surface stains on the northern and southern portions of the property, respectively. The first area of concern is two interconnected stained areas with dimensions of approximately 9 feet by 16 feet and 2 feet by 12 feet located west of the facility. The soils were impacted by a discharge of unknown duration from the floor drain located inside the MOA maintenance building. The floor drain was connected to the sewer pipe that drained onto the surface of the land in a grassy area located approximately 75 feet outside of the buildings west wall. The work plans proposed: to remove approximately 170 square feet of oil stained surface soil from the northern side and remove approximately 800 square feet of oil stained surface soil from the southern side. Prior to submittal of the July 25 plans, initial soil sampling was conducted in May 2000 to characterize contaminants and estimate a vertical extent of the soil impact. Field screening and one characterization sample was collected from each site. Soil samples were analyzed for DRO, RRO, gasoline range organics (GRO), polychlorinated biphenyls (PCBs), halogenated volatile organics (HVO), aromatic volatile organics including benzene, toluene, ethylbenzene and xylenes (BTEX) and RCRA metals. Soil samples exceeded DEC’s 18 AAC 75.341 migration to groundwater and/or direct contact and outdoor inhalation cleanup levels for DRO and RRO. • DRO concentrations were 4,850 mg/kg and 31,700 mg/kg • RRO concentrations were 3,850 mg/kg and 50,500 mg/ There are several methods to move forward – e.g., provide a schedule to implement the subject work plans, or submit a work plan, including a schedule, to conduct a release investigation at the site. CSP requests that a soil samples be collected at the two sites and analyzed for DRO and RRO. Please submit work plan by January 30, 2013 Katrina Chambon
1/14/2013 Document, Report, or Work plan Review - other Shannon and Wilson collected one sample from two areas that have stained soil on November 21, 2012. Sample SS1 was collected from the Northern Stained Area at a depth of approximately 1 foot below the ground surface (bgs). SS1 was positioned about 4 feet west of where effluent from the culvert would first contact the soil. Sample SS1 had 6,520 mg/kg diesel range organics (DRO) and 22,900 mg/kg residual range organics (RRO). Sample 16331-S1, collected at this approximate location and depth on May 16, 2000, had 31,700 mg/kg DRO and 50,500 mg/kg RRO. These results indicate that a reduction in the DRO concentration of about 80% and the RRO concentration of about 55% has occurred naturally over the past 12.5 years at the location of the Northern Stained Area. Sample SS2 was collected from the Southern Stained Area at a depth of approximately 0.5 foot bgs. Sample SS2 was positioned in an eroded area below the top of slope. Sample SS2 had 380 mg/kg DRO and 2,980 mg/kg RRO. Sample 16332-S1, collected on May 16, 2000 in the approximate location and depth of Sample SS2, had 4,850 mg/kg DRO and 3,850 mg/kg RRO. These results indicate that a reduction in the DRO concentration of about 90% and the RRO concentration of about 23% has occurred naturally over the past 12.5 years at the location of the Southern Stained Area. 1/15/2013 Update or Other Action Request for Work Plan for MOA Northwood Maintenance Surface Soil Staining sent. S&W conducted soil sampling on November 21, 2012 from two areas that have surface soil staining. Two soil samples were collected and analyzed for DRO and RRO. The results are: • SS1 (northern stained area) DRO concentration was 6,520 mg/kg • SS1 RRO concentration was 22,900 mg/kg • SS2 (southern stained area) DRO concentration was 380J mg/kg • SS2 RRO concentration was 2,980 mg/kg The most stringent soil cleanup levels (migration to groundwater, MTW) for DRO is 250 mg/kg. The most stringent soil cleanup level (ingestion) for RRO is 10,000 mg/kg. The RRO soil concentration from SS1exceeds DEC’s 18 AAC 75.341 cleanup levels for the MTG, inhalation, and ingestion pathways. As you may be aware, CSP incorporated a closure policy for contaminated sites in 1999 (enclosed). This policy provides guidance for project managers to close a site. However, because RRO concentrations exceeds its human health (i.e., ingestion and outdoor inhalation) cleanup levels, CSP requests a work plan, including a schedule, to address the remaining elevated contamination Katrina Chambon

In May 2022, seven hand auger borings were advanced within and around the northern and southern stained area footprints and the two suspected source area borings were converted to temporary monitoring wells. All samples were analyzed DRO, RRO, VOCs, and PAHs. DRO (maximum 1,780 mg/kg) was detected in all soil samples and exceeded the DEC Table B2 migration to groundwater (MTG) cleanup level in borings HB1, HB2, HB4 and HB6. DRO (maximum 3.9 mg/L) and RRO (maximum 25.4 mg/L) were detected above the DEC Table C groundwater cleanup levels (1.5 mg/L and 1.1 mg/L respectively) in all groundwater samples.
