Problems/Comments

Impacted soil and groundwater was encountered during demolition of the MOA Street Maintenance Facility (1400 East 3rd Avenue) prior to construction of the New Jail Facility (1500 East 3rd Avenue) at the site. The lot that the contamination was found on is north and east of the Cook Inlet Pre-Trial Facility located at 1300 East 4th Avenue. Multiple problems at two site locales. Buried drums were encountered during excavation of a storm sewer drain. At a stockpile site, pre-existing contamination from a past fueling area was also discovered. Buried drums, former fueling area, and regulated underground storage tanks (USTs). The tanks will be addressed under a different site (MOA - 4th & Post Vehicle Maintenance / New City Jail). Waste oil, fuel spills, solvents, paints, and asphaltic waste. 1500 East 3rd Avenue is Tract A-1, and 1300 East 4th Avenue is Tract B-1, both in Block 28F East Addition. This site deals with the contaminated sites issues only. See Hazard ID 23940, file number 2100.26.312 (formerly L69.37), UST Facility ID 1411, and Event ID 285 for regulated leaking underground storage tank issues. Elevation approximately 98 feet. As-built drawings indicate that the Street (Vehicle) Maintenance Facility was constructed in 1982.

The report presented the results of subsurface explorations, lab testing, and engineering studies conducted in August 1998 to evaluate the subsurface conditions for foundation design of the proposed new city jail. Detections of DRO and RRO in soil were present in soil borings B-10 and B-11 near the south-central and southeastern extremes of the subject property but were below cleanup levels. Bill Petrik
1/20/2000 Document, Report, or Work plan Review - other Reviewed the Shannon & Wilson, Inc. "UST Closure Assessment and Excavation Monitoring, 1400 East Third Avenue, Anchorage, Alaska" dated December 1999, received 1/20/00. The report review actually occurred on 9/10/08 by staff Petrik who entered the following synopsis but the action was inserted for this date to maintain site work chronology. Removal of an unregulated 1,000 gallon oil and water separator (OWS) UST and the associated subsurface components was completed on 8/27/99. Additional soil and piping were removed on August 28 and 30, and 9/7/99. The OWS system consisted of the UST, a sand trap, three floor drain systems, and associated piping. The UST was owned and operated by the MOA and was installed in 1993 to replace an OWS removed from the general vicinity in 1993. Soil samples were taken during the removal activities and submitted for laboratory analysis of GRO, DRO, RRO, BTEX, PCBs, RCRA Metals, PAHs, and VOCs. All sampling results were below 18 AAC 75.341 Method 2 cleanup levels except for one Stockpile 3 sample and numerous RCRA metal sampling results. Stockpile 3 which contained soil excavated from the sand trap and potentially impacted soil removed from two piping locations was taken to Alaska Soil Recycling for thermal treatment as one stockpile sample was 1,490 mg/kg DRO. Eight of 19 arsenic samples from the excavation, piping, and stockpiles exceeded the 2 mg/kg cleanup level. The arsenic exceedances ranged from 2.06 mg/kg to 3.43 mg/kg. One of 19 chromium samples exceeded the 26 mg/kg cleanup level. The chromium exceedance value was 26.4 mg/kg. The report concluded that the elevated sampling results were within the range of naturally occurring background concentrations for the Anchorage Area. Bill Petrik

6/20/2000 Offsite Soil or Groundwater Disposal Approved In response to review of the Shannon & Wilson, Inc. "Request to Transport Impacted Soil, 1500 East Third Avenue, Anchorage Alaska" dated 6/16/00, the CSP granted approval to transport 1,100 cubic yards of contaminated soil to Alaska Soil Recycling. After removal of the 1,200 cubic yards of stockpiled soil in a containment area resulting from excavation and removal of contaminated soil from buried drums along a former storm drain, this material was generated during the excavation of contaminated surface soil that was observed where the prior containmnet cell of 1,200 c.y. was stored. 8/8/2000 Document, Report, or Work plan Review - other Reviewed a copy of the Shannon & Wilson, Inc. "Buried Drum Cleanup Activities, 1500 East Third Avenue, Anchorage, Alaska" dated July 2000 and received on 8/8/00. The report review actually occurred on 9/3/08 but the action was inserted for this date to maintain site work chronology. In May 2000, approximately 70 drums and 1,000 cubic yards of impacted soil were removed in an effort to clean up the site to applicable ADEC cleanup criteria during construction of the New City Jail. Most of the drums were empty but approximately 28 of them contained varying amounts of paint resin, asphalt, water and/or oil. The contents of the drums were characterized and disposed of by Philips along with the empty drums. GW was encountered at about 13 feet below ground surface. Between May 2 and 5, 2000, approximately 1,000 c.y. of potentially impacted soil were excavated and stockpiled in the three containment cells northwest of the drum excavation. The final excavation dimensions were approximately 50 feet by 72 feet with a maximum depth of about 21 feet. With ADEC approval, the excavation was backfilled with clean imported fill material on 5/12/2000. On May 17, 2000, a crushed and leaking 55-gallon drum was observed in an ~10 cubic yard stockpile southeast of the main drum excavation. The drum appeared to contain asphalt and oil. The stockpile was disposed of at ASR with the main drum excavation soil. The drum was disposed of by Philips. An additional drum was encountered on 5/31/00 during excavation for a building footer. The drum appeared full of asphalt and had several holes in it. ~80 c.y. of potentially impacted soil was excavated from the vicinity of the single drum and placed in Cell No. 4. A temporary monitoring well was placed in the drum excavation pit on 5/16/00 and sampled on 5/17/00. Static GW was measured at 12.48 feet bgs. The GW sampling results were ND for GRO, DRO, RRO, BTEX, and HVOs. Materials disposed of related to this work included 200 tons of creosote timbers, 43,400 gallons of impacted water, 860 gallons of sediment, approximately 1,000 c.y. of impacted soil, and approximately 70 drums. All these materials were properly disposed of. Remaining in situ soil and groundwater appear to be below cleanup levels. The report recommended installation of a monitoring well north of the main drum excavation. Bill Petrik

11/7/2000 Update or Other Action Received the Shannon & Wilson, Inc. "Diesel Excavation Assessment and Cleanup Activities report", dated November 2000. The report review actually occurred on 9/3/08 by staff Petrik who entered the following synopsis but the action was inserted for this date to maintain site work chronology. On 5/18/00, following disposal of the stockpiled soil and removal of a containment cell, approximately 1,300 c.y. of impacted soil was removed from the vicinity associated with surface staining that was observed 5/2/00 during the construction of a long-term storage cell related to the drum excavation. Shallow contamination was suspected road oiling and deeper contamination was suspected diesel contamination as indicated by field screening. Due to the size of the area impacted and to avoid impacting the ongoing construction activities, additional soil was not removed and the excavation was backfilled with clean imported material. Potentially impacted material remains in the southern, western, and northwestern sidewalls. Analytical samples were taken and submitted to a laboratory for analysis of results for GRO, DRO, RRO, BTEX, RCRA Metal, and halogenated volatile organics (HVOs). The only exceedances of cleanup levels for any of these analytes occurred in for DRO at 292 mg/kg in Sample D5 taken in the south excavation sidewall at 2 feet bgs and for cis-1,2-dichloroethene in Sample D3 taken in the west excavation sidewall at 11 feet bgs. Potentially impacted groundwater, observed at approximately 15’ bgs, was observed in the base of the excavation. S&W recommended a phased release investigation be conducted to delineate the horizontal and vertical extent of soil and groundwater contamination. Scott Pexton

12/12/2001 Offsite Soil or Groundwater Disposal Approved The CSP reviewed the analytical data of the purge water samples collected from the three 55-gallon drums containing monitoring well purge water generated during the development and sampling of the monitoring wells installed this fall/winter at the MOA New City Jail locateda t 1400-1500 East 3rd Avenue. ADEC has no objection to the proposed transport of the purge water to Energy Recovery Services, Inc., an ADEC approved facility, for treatment. David Pikul
2/28/2002 Site Characterization Report Approved Completed review of Shannon & Wilson, Inc. report "Soil and Groundwater Characterization, 1500 East Third Avenue, Anchorage, Alaska" dated December 2001, received 12/21/01. Six soil borings were advanced on 11/19-20/01, Borings B1, B2, and MW1 through MW4. Borings MW1 through MW4 were completed as monitoring wells. Borings B1, B2, and MW1 through MW3 were advanced in the vicinity of the former diesel excavation. Boring MW4 was placed north of the former drum excavation. The GW flow in the vicinity of the former diesel excavation is west-northwest. Soil samples from the borings and groundwater samples from the monitoring wells were submitted for laboratory analysis of GRO, DRO, RRO, BTEX and VOCs. MW3 was advanced in the imported fill material and the soil was not sampled. Samples from MW4 were screened but no samples were submitted for analysis. The 18 AAC 75.341 Method 2 cleanup level for GRO was exceeded in Boring 2, exceeded for DRO in both Borings and MW2, exceeded for cis-1,2-Dichloroethene (cis-1,2-DCE) in Boring 2 only, and exceeded for trichloroethene (TCE) in Borings, MW1 and MW2. The only exceedance of cleanup levels in groundwater sampling results was for vinyl chloride in MW2 and TCE in MW1, MW2, and MW3. David Pikul

Monitoring wells MW1 through MW4 were sampled for GRO, DRO, RRO, BTEX, and VOCs on 6/12/02. The only sample results above cleanup levels were for trichloroethene (TCE) in MW1, MW2, and MW3. The concentration of TCE in these three monitoring wells has decreased since the last sampling, 11/26/01. The groundwater flow direction continues to be west-northwest. Monitoring wells MW1 through MW4 were sampled for GRO, DRO, RRO, BTEX, and VOCs on 11/3/03. The only sample results above cleanup levels were for TCE in MW1, MW2, and MW3 and vinyl chloride in MW2. The concentration of TCE in these three monitoring wells was very similar to the results of the last sampling, 6/12/02. The groundwater flow direction continues to be west-northwest. The report concluded that the identification of both TCE and degradation products (cis-1,2-DCE and vinyl chloride) in samples collected for MW1, MW2, and MW3 suggests that natural attenuation of TCE is occurring and recommended continued sampling of these three wells for vinyl chloride, TCE, and cis-1,2-DCE. 9/17/2013 Site Characterization Report Approved The groundwater monitoring report was received at our Anchorage office by email on September 10, 2013. The report presents the sampling results from the groundwater sampling event that occurred on May 30, 2013. While periodic groundwater monitoring has been on-going since 2001, there is inadequate information regarding the contaminant plume in the immediate area. The maximum trichloroethylene concentration was 0.0314 mg/L and the maximum vinyl chloride concentration was 0.00270 mg/L. There was a slight decrease since the last sampling event that occurred in 2003; however, the plume has not been delineated. Based on a review of the report and file, the following information needs to occur before this site can be considered for closure: 1.The nature and extent of soil and groundwater contamination must be adequately delineated. CSP will close the site associated with the underground storage tanks (UST) that were removed, file no. 2100.26.312. Katrina Chambon

A soil sample and groundwater sample were collected. Soil was analyzed for GRO, DRO, and VOC and groundwater was analyzed for VOC. In the soil sample, DRO was detected as an estimated quantity well below cleanup levels. 1,1-Dichloroethane and cis-1,2-Dichloroethene were detected in concentrations orders of magnitude below cleanup levels.
