Problems/Comments

Two 7,000 gallon heating oil tanks are present beneath a 6-inch concrete loading dock area. Preliminary investigation in mid-November 2000 include five borings within five feet of the two end-to-end tanks. Samples were taken at 10-12 feet, with one boring having up to 7,250 mg/kg DRO in soils at that depth. The other borings were clean. Groundwater is believed to be 15 or more feet deep. Previous owner through December 18, 2001 was WFS (Republic) Inc. aka Weyerhaeuser Financial Investments. Anchorage Public Private Partnership, LLC (APPP) purchased the property on December 18, 2001 as per a letter from APPP dated 9/16/2003. Legal description is Anchorage Townsite (Original) Block 69, Lot 4A.

The Department's "No Further Remedial Action" letter of November 21,2001 required quarterly groundwater monitoring of the three monitoring wells at the site for a minimum of one year, with the first monitoring event to take place in November or December 2001, to establish a trend in the levels of benzene, GRO, and DRO. Requirements

Description Details
When Contaminated Soil is Accessible, Remediation Should Occur If contaminated soil become accessible in the future, through building demolition or similar activities, the property owner is required to notify the ADEC, and cleanup, transport, remediate, or dispose of the contamination in accordance with regulations applicable at that time.
Advance approval required to transport soil or groundwater off-site. Standard condition.
Other The site file does not include documentation that the three monitoring wells associated with the site have decommissioned. If the wells are still present, you may wish to retain them in the event that an additional cleanup occurs in the future, or to assess site conditions for some other purpose in the future. Please notify the ADEC in accordance with the 2001 No Further Remedial Action letter if you plan to decommission the wells.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
Periodic Review ADEC will conduct a review of site conditions every five years.
