Problems/Comments

Hydraulic oil leak from the lift unit into the pit area of the shop resulted in DRO, RRO, and Chromium contamination of soils above Method 2 migration to groundwater cleanup levels. Palmer Industrial Park Tract F. Possible groundwater well located approximately 700 feet from south side of shop building in Tract H-2C-3B. Well log references depth to groundwater at 102 feet below ground surface (bgs). The facility itself is on Palmer well water #4 which draws from a depth of 186.5 feet bgs. The elevation is ~64 meters (~210 feet).

Action Information

Action Date Action Description DEC Staff
6/18/2001 Site Added to Database DRO, RRO, and metals contamination. Bruce Wanstall
6/18/2001 Site Ranked Using the AHRM Preliminary ranking. Bruce Wanstall
8/21/2001 Institutional Control Record Established Database updated to reflect Institutional Control on the site. Beatrice Egbejimba
8/21/2001 Conditional Closure Approved ADEC reviewed hydraulic release information report and file. The report indicated that soil samples collected adjacent to the pit at 8 feet showed diesel range organics (DRO) and methylene chloride above 18 AAC 75.341 (c and d) soil cleanup levels. Soil samples collected at 10 feet were not elevated for DRO but did show elevated chromium and methylene chloride levels. The contamination appears to be perched on a concrete slab beneath the building and further clean up of the contamination at this time would be impracticable. Based upon the information provided and the nature and extent of the contamination, ADEC has determined the MTA Palmer Shop requires no further remedial action. Beatrice Egbejimba
4/1/2002 Site Ranked Using the AHRM Changed SW Exposure from 0.4 to 0 because SW is not used as a DW source. Still a Medium Priority site. Former Staff

Contaminant Information

Name Level Description Media Comments
Chromium - Total Between Method 2 Migration to Groundwater and Human Health/Ingestion/Inhalation Soil
DRO Between Method 2 Migration to Groundwater and Human Health/Ingestion/Inhalation Soil
Dichloromethane Between Method 2 Migration to Groundwater and Human Health/Ingestion/Inhalation Soil

Control Type

Type Details
CS Database Notation And Letter To Landowner/RP NFRAP letter sent to the consultant and copied to MTA on 8/21/01 noting that methylene, DRO and total chromium exceeded Method 2 cleanup levels. New Horizon's report also noted that lead, DRO, RRO, cadmium and total chromium exceeded cleanup levels in water that was collected at site on top of a subsurface concrete slap, but little migration exists because the contamination is below a concrete slap which prevents migration.

Requirements

Description Details
When Contaminated Soil is Accessible, Remediation Should Occur NFRAP letter requires MTA to manage the contaminated media when it is accessible. Contaminated soil exists adjacent to a sump and to the depth of the concrete slab (10 ft.) None requested.
Advance approval required to transport soil or groundwater off-site. NFRAP letter requires MTA to notify DEC prior to off site transportation. NFRAP letter requires MTA to notify DEC prior to off site transportation of any contaminated soil and water when generated.
