Problems/Comments

Two 30,000 gallon fiberglass heating fuel/emergency power generation UST's were upgraded by Alaska Lining and Retrofit, by installing galvanic-current cathodic protection on approximately 4000 feet of piping. DRO concentrations of 3700 mg/kg and 6000 mg/kg detected in two in-situ soil samples at the tank fill pipes. Approximately 2.8 cubic yards of DRO contaminated soils were excavated and stockpiled in drums onsite contain concentrations of petroleum hydrocarbons that exceed ADEC cleanup levels for DRO and will require remediation and disposal. A release investigation was never completed; therefore the extent and magnitude of remaining soil contamination is not known. A release investigation is now required to determine extent and magnitude of remaining soil contamination. Treatment and disposal of two drums of DRO contaminated soil is also required. UPDATE: ADEC revised it’s definition of dual-use underground storage tanks on March 1, 2006, in order to comply with Federal Law. Prior to March 1, 2006, ADEC considered the subject site to be a non-regulated UST, so the site was entered into our CS database. Since March 1, 2006, ADEC has defined the dual use USTs at this site as regulated USTs. This site should be entered into the ADEC UST database as a LUST, and will be after the CS and UST databases are combined into a single database. (Update by PHorwath 5-8-07.)
