ADEC has determined that no further remedial action is required at this time subject to the following conditions:
1. The Kenai Peninsula Borough shall maintain the bioremediation cell constructed at this facility and shall not allow excavation activities to occur within the bioremediation cell. In areas of the property not associated with the bioremediation cell, the Kenai Peninsula Borough shall not excavate or otherwise disturb soil to a depth of greater than three feet below the ground surface without the prior notification and approval of ADEC's Contaminated Sites Remediation Program. In the case of an emergency requiring an immediate response, the Kenai Peninsula Borough may proceed without ADEC approval provided that a qualified person is employed onsite to ensure the safety of human health, and to ensure proper contaminated soil management, storage, and disposal practices are followed. The Kenai Peninsula Borough shall also notify ADEC in writing within 24 hours of commencing earthwork;
2. In accordance with 18 AAC 75.325(i), contaminated soil or groundwater shall not be transported or disposed off-site without ADEC’s prior written approval;
3. The Kenai Peninsula Borough shall notify holders of any existing or future utility easements, permits, or rights-of-way across the property of the restrictions placed on soil excavation, transport or disposal.

Cleanup efforts undertaken in 2001 removed the majority of the contaminated soil, but an estimated 200 cubic yards of soil exceeding the 18 AAC 75.341 Table B2 ‘migration to groundwater’ soil cleanup levels remain at the site, either adjacent to the excavation area, at the former above ground storage tank area, or adjacent to the building foundation. Further excavation was prevented due to the proximity of underground electric and fuel lines and a nearby building foundation. DRO contamination remained on site in concentrations up to 14,200 mg/kg. Excavated contaminated soils were placed within an onsite biocell constructed to allow for long term natural attenuation of the remaining contamination.
ADEC has determined that the cleanup actions employed at the Nanwalek School were effective in removing the majority of impacted soil. Soil contamination remains at the site above the most stringent 18 AAC 75.341 soil cleanup levels, however, the nature and extent of this contamination no longer poses an unacceptable risk to human health or the environment.
