Problems/Comments
Petroleum contaminated soil was discovered during removal of a former injection well sump. Approximately 10 cubic yards were removed in 2006 and disposed of at the Swanson River Field Central Waste Disposal site. Additional contaminated soil, exceeding ADEC cleanup levels, remains on the pad. Due to existing oil field infrastructure, excavation of the contaminated soil is not feasible at this time. A 2006 assessment demonstrated that the contamination is not migrating off the pad. Unless information in the future indicates an immediate risk to human health or the environment, remediation of the pad will be deferred until pad decommissioning and removal of the infrastructure.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
5/31/2000 | Meeting or Teleconference Held | Met at field with USFWS and Unocal to discuss removal of sumps at pads 41-4 and 331-27. Inspected sites after discussing project. | Donald Seagren |
6/6/2000 | Interim Removal Action Approved | Approved work plan for removal of sumps and transport of contaminated soils to solid waste disposal facility for pads 41-4 and 331-27. | Donald Seagren |
11/21/2000 | Update or Other Action | Confirmed use of Method 2 cleanup for Swanson river with Dave Brailey. Discussed filling in sumps exceeding cleanup level if a hazard. Discussed with Jim Frates, USFWS. | Donald Seagren |
1/22/2001 | Update or Other Action | Reviewed sump removal report for pads 41-4 and 331-27. Closure and backfilling of sumps at 41-4 approved. Site meets Method two, Table B migrations to GW cleanup levels. Pad 331-27 exceeds cleanup levels. Additional excavation and sampling will occur in the spring before any closure can be approved. | Donald Seagren |
1/24/2001 | Site Ranked Using the AHRM | Initial ranking. | Donald Seagren |
2/5/2001 | Site Added to Database | Petroleum contamination. | Donald Seagren |
3/6/2006 | Update or Other Action | Unable to locate any file on htis site. Requested Unocal to provide copies of everything related to this release. discussed the site with Scott Throsell. Requested copies of their files and if possible to complete cleanup/closure this summer. | Donald Seagren |
3/9/2006 | Update or Other Action | File number 2334.38.030 assigned and entered into the Fileroom Database and Contaminated Sites Database. | Alyce Hughey |
3/9/2006 | Update or Other Action | Reviewed file and assessment report. Sent Unocal a letter requiring a work plan be developed for additonal excavation and assessment to be implemented during the summer of 2006. It is anticipated that htis additional site work will allow this sit eto be closed in 2006. | Donald Seagren |
4/7/2006 | Cleanup Plan Approved | Reviewed and approved the work plan for additional assessment and cleanup at the pad 331-27 sump. | Donald Seagren |
7/13/2006 | Update or Other Action | Telephone call with Scott Thorsell. Approximately 15 yds3 odf contaminated soil excavated and taken to the Central Waste Disposal facility. it will later be ground and injected. Soil contamination, exceeding ADEC clenaup levels remains at the sump. A work plan will be developed to fully delineate the horizontal and vertical extent of the contamiantion, along with contaminant type and levels. | Donald Seagren |
9/12/2006 | Site Characterization Workplan Approved | Reviewed and approved the work plans for soil sampling at the 331-27 injection well sump. After discussion with Scott Throsell, Unocal, a minimum of one soil sample will be collected from each boring, if no oily soils are encountered. Each sampled will be analyzed for DRO, RRO, GRO & BTEX by Alaska Methods. Due to the pad infrastructure, further excavation is not possible at this time. If this study shows the contamiantion is not migrating off the pad, further investigations & remedial actions will be postponed until pad abandonment. | Donald Seagren |
2/6/2007 | Site Characterization Report Approved | Reviewed the file and the Additional Assessment report dated 22 January 07. The report demonstrated that the remaining soil contamination exceeding cleanup levels is not migrating off he pad. Further assessment and/or corrective actions are not required at this time. If additonal information becomes avaiable indicating a risk to human health or the environment, corrective action will be required at that time. full site cleanup and closure will be deferred until decommissioning of the pad and removal of the infrastructure. | Donald Seagren |
5/7/2007 | Exposure Tracking Model Ranking | Donald Seagren | |
6/12/2008 | Update or Other Action | Site transferred from Don Seagren to Paul Horwath per Linda Nuechterlein. On 6-30-08 transferred from Paul Horwath to Don Fritz per Paul Horwath. | Alyce Hughey |
