Talked to Frank Wesser of PERP CART who was the initial ADEC responder to the spill. He claims that no fuel records were kept by the generator operator but that it was likely that the spill amount was less than 10,000 gallons and could be appreciably less but is still unknown. There are two recorded spills on file. One in January, 2000 which was <10,000 gals of diesel. The second spill April, 2000 which was 1,529 gals of diesel. Frank also thinks that there is minimal potential threat to human health as this site is about 300-400 feet from the ocean with no habitation downhill and the community well located a substantial distance uphill. |

Central Office/PTI - site assessed in 1992 by Rozak Engineering. DEC received a July 1995 workplan to perform soil treatment and reporting analytical results. Two soil samples contained 77 and 6,730 mg/kg diesel range organics (DRO) and 111 and 7,050 mg/kg total petroleum hydrocarbons (TPH). Metals were not detected. Remediation plan was to treat soil in-situ due to lack of heavy equipment and that most of the contaminated soil under the immovable buildings. |

CIAP representatives visited this area and took some photos that include the power plant and associated tank farm as well as tanks associated with the telecomm building. They also confirmed that this area is only used by a very few people for a few weeks to a couple of months per year. |

Ivanof Bay is located on the northeast end of the Kupreanof Peninsula at the north end of Ivanof Bay, about 268 miles south of King Salmon.
Ivanof Bay was named by Lt. Dall of the U.S. Coast and Geodetic Survey in 1880. The village occupies the site of a former salmon cannery which operated from the 1930s to the early 1950s. In 1956, several families moved from Perryville to Ivanof Bay to pursue a peaceful lifestyle, religious freedom, better water quality and better hunting. Ivanof Bay was recognized as an established community in 1965.
The residents of this isolated village fish commercially for salmon and halibut. Many trap in the winter. The people here are largely dependent upon subsistence hunting and fishing, and use salmon, trout, crab, clams, moose, caribou, bear, porcupine and seals.

Based on information provided by the Ivanof Bay Village Tribe, the site location has been changed to the correct location. The site is located directly east of the former APA Cannery in Ivanof Bay. In 1976, an interim conveyance of land (T49S, R6W Seward Meridian) in Ivanof Bay was conveyed to Bay View, Inc. In turn, Bay View, Inc. was obligated to pass some land along to the State to hold in trust for the village government under the Municipal Land Trust program as a part of ANCSA. This transaction was set to expire in 2014. In 1984, a lease agreement was signed for the generator building property only. In 1993, however, the land was officially conveyed to Bay View, Inc. According to available records, the Ivanof Bay Tribe owns the Ivanof Bay Village Generator Building site. |
