Problems/Comments
Three samples were collected near a school tank farm (with five vertical tanks) during a 2000 site reconnaissance. This tank farm appears to have been associated with the Former BIA school (not current high school) according to the 1979 DCRA Community Map. According to the 2006 Community Map, the school complex is now located in a different location to the northeast. This older tank farm originally associated with the former BIA school, contained 5 AST with a wood and earth dike wall and was located near the access road from AVEC. The sample with the lowest PID reading of three (collected at 5 feet bgs) was analyzed by the laboratory resulting in 351 mg/kg DRO and benzene at 0.0331 mg/kg, however the benzene result is associated trip blank contamination. The Yukon River Inter-Tribal Watershed Council, which has a Tribal Response Program (brownfield) grant from EPA, issued a contract to conduct a brownfield assessment at the Old BIA School in Emmonak. This Envrironmental Management Report (EMP) mainly covered the main school building, and did not address the tank farm as it was still in use. A Brownfield file was set up for brownfield-related work at this site, the cross-reference number for this file is 2413.57.001.

12/12/2000 | Update or Other Action | Date of Site Reconnaissance Emmonak Bulk Fuel Farm Assessment Project report. Owned and operated by the Lower Yukon School District. Apparently this tank farm was to continue operation and not undergo any consolidation at the time of this report. Some of the visual observations of tank farm #1 were the following: The berm and liner at this tank farm did not appear to be in very good shape. There were five 100-gallon tanks on a crib located approximately 150 feet south of the main tank farm. Piping ran from these tanks to the various school buildings located in that general courtyard area. Equipment access to certain parts of the courtyard could be difficult due to the numerous aboveground pipe runs. Two soil samples were collected at depths 6 inches and 3.5 feet bgs from beneath the five tanks on a crib, in tank farm #1. These soil samples were not analyzed but had higher PID readings (more than 10 x greater than the sample selected for laboratory analysis). The sample collected at 5 feet bgs, in tank farm #1, was analyzed and contained 351 mg/kg DRO and 0.0331 mg/kg benzene. | Keather McLoone |
4/14/2003 | Site Added to Database | DRO contamination. | Deborah Williams |
2/23/2004 | Update or Other Action | After loss of TAPL funding, staff reviewed site for work under CIP funds. Since tank farm will not be consolidated at this time and older fuel tanks will remain in place on top of existing contamination, performing cleanup work may not be beneficial until newer tanks installed. | Mike Jaynes |

3/21/2017 | Update or Other Action | DEC received a phone call from adjacent property owner, AKARNG, expressing concern that contamination from the school tank farm is migrating to the AKARNG property. This concern is based on investigations that detected the highest petroleum contamination in soil and groundwater along the boundary shared with the school tank farm. On this date, DEC sent a letter, email, and phone call to the Lower Yukon School District requesting additional information on the operation of the tank farm, containment and preventive measures, and remediation plans to help better evaluate the AKARNG concern of continued contaminant migration to the AKARNG property. | Joy Whitsel |
6/21/2017 | Exposure Tracking Model Ranking | A new updated ranking with ETM has been completed for source area 74330 Tank Farm #1. A re-evaluation of the ETM was necessary to indicate that the site is a high risk for human health and the environment. | Joy Whitsel |
6/21/2017 | Update or Other Action | Sent letter to Lower Yukon School District informing them of the list of schools in their district that are listed as contaminated sites, along with a priority ranking of each school with regard to risk to human health and the environment.
