Problems/Comments

The city manager indicated that the area around this tank farm may have been impacted from the 1994 release at the school tank farm. An ESA report from 1997 concluded that there were 97 cubic yards of soil containing DRO concentrations exceeding 2,000 ppm. A soil sample collected from 4 ft bgs during the 2000 site recon contained DRO concentrations of 18,000 ppm, GRO concentrations of 1,430 ppm and benzene concentrations of 1.97 ppm. This site record also includes PPRP spill numbers: 10279916801; spill date = 6/17/10; substance = diesel; quantity = 450 gallons. 11279908001; spill date = 3/21/11; substance = diesel #1; quantity = ~250 gallons. 17279910501; spill date = 4/15/17; substance = diesel; quantity = ~100 gallons; cause = crack in 1,000-gallon above ground tank; fuel migrated to adjacent property to the north of the source location. 17279901801; spill date = 1/18/17; substance = diesel; quantity = ~3 gallons; suspected source 55-gallon drum.

Action Information

Action Date Action Description DEC Staff
12/12/2000 Update or Other Action Date of Site Reconnaissance Emmonak Bulk Fuel Farm Assessment Project report. As of 2000, this tank farm was owned by the city and located behind the City Hotel/Office Building. The city manager indicated that the area around this tank farm may have been impacted from the 1994 release at the school tank farm (reportedly, an 1997 ESA report concluded that there were 97 cubic yards of soil containing DRO concentrations exceeding 2,000 mg/kg). There is no berm or liner associated with this tank farm, and one of the two tanks reported to be on cribs at this site is no longer there. The immediate vicinity around the cribs was without vegetation and had some noticeable stained areas. Backhoe access to the tank farm will be difficult due to some aboveground pipe runs. Two soil samples were collected next to the tank cribs, between the cribs and the building. Samples were collected at 6 inches and 4 feet bgs. The sample collected from 4 feet bgs was sent in for laboratory analyses. DRO concentrations of 18,000 mg/kg, GRO concentrations of 1,430 mg/kg and benzene concentrations of 1.97 mg/kg. The sample collected at 6 inches bgs was not sent in for laboratory analyses, but it had a PID reading twice that of the sample collected at 4 feet bgs. Keather McLoone
