Problems/Comments
During the 2000 site recon, the Grant Air former tank farm was sampled. One soil sample was sent to the laboratory and contained a benzene concentration of 0.0833 mg/kg (note the trip blank contained a benzene concentration of 0.223mg/kg). No known spills or stains but a petroleum odor and a screening level of 721 ppmv (not analyzed) was noted during test pitting (note: the Emmonak Grant Air Former Tank Farm was historically located between the current Grant Aviation Tank Farm and the Grant Air Building. In 2000, the tanks were relocated north to current tank farm location. The CSP is tracking historical petroleum contamination associated with the Emmonak Grant Air Former Tank Farm only; petroleum releases from the currently active Emmonak Grant Air Tank Farm is currently being managed by the ADEC Prevention and Emergency Response Program (PERP). PERP and the Environmental Crimes Unit became involved with this site due to a large overfill of unleaded gasoline in 2000 and another overfill in 2003, this time of diesel. The site was involved in a lawsuit. PERP closed the active Emmonak Grant Air Tank Farm spill event on 12/03/2012.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
12/12/2000 | Update or Other Action | Date of Site Reconnaissance Emmonak Bulk Fuel Farm Assessment Project report. As of 2000, the tanks in this tank farm were recently moved to a new tank farm located just north of the former tank farm. The new Grant Air Service tank farm will not be part of the tank farm consolidation and will remain in use. The manager, Jason Nunn, was not aware of any significant releases from the oil tank farm. The new tank farm only stores aviation gasoline. The surface soils at the former tank farm site had been reworked. There was no evidence of staining or releases. All of the tanks had been removed from the former tank farm, except Tank #6 which is still located at the northwest corner of the Grant Aviation building. One soil sample collected from a test pit, 4 feet bgs west of the former Tank Farm, contained a benzene concentration of 0.0833 mg/kg. Furthermore, a screening sample collected 2 feet bgs contained 721 ppmv and a hydrocarbon odor was noted. The conclusions stated in the site reconnaissance report were that there may be some contamination issues at this tank farm. | Keather McLoone |
4/15/2003 | Site Added to Database | Aviation gasoline contamination potential. | Deborah Williams |
4/27/2004 | Update or Other Action | Site evaluation funded through TAPL funding. With loss of TAPL funds to Alaska Energy Authority, ADEC will not be able to fund work on the site at this time. Other funding sources will be evaluated as needed. | Mike Jaynes |
7/15/2004 | Update or Other Action | File number changed from 2413.42.002 to 2413.38.005 | Sarah Cunningham |
3/14/2008 | Exposure Tracking Model Ranking | Initial ranking with ETM completed. | Bill O'Connell |
12/6/2011 | Update or Other Action | Email communication with PERP regarding 2000 and 2003 releases. Grant Aviation still under probation for this site and a dewatering system was to be still in place and operating. | Keather McLoone |
7/9/2012 | Site Visit | Site visit on this date. No fence noted around the current TF. Fuel odor noted, but most likely due to normal TF activities. The current onsite TF dewatering system is different then the previously approved PERP dewatering system (note:The Emmonak Grant Air Former Tank Farm was historically located between the current Grant Aviation Tank Farm and the Grant Air Building. In 2000, the old tank farm was relocated north to its current location. The CSP is tracking historical petroleum contamination associated with the Emmonak Grant Air Former Tank Farm only; recent petroleum releases from the active Emmonak Grant Air Tank Farm is managed by the ADEC Prevention and Emergency Response Program (PERP)). | Grant Lidren |
8/16/2012 | Potentially Responsible Party/State Interest Letter | PRP letter sent to Grant Aviation on this date. | Grant Lidren |
2/25/2013 | Update or Other Action | On this date, via email, ADEC sent a copy of the 2000 site recon Report to Grant Air and asked Grant Air to provide additional information on the site. Without any additional information, this site will need to be further evaluated in efforts to protect human health and the environment. | Grant Lidren |
5/14/2013 | Update or Other Action | On this date, ADEC sent an email to Grant Air requesting further information and/or sampling at the site. | Grant Lidren |
