ADEC site visit indicates two source areas of contamination: the Old City Power plant (green generator building) and the Old City vertical ASTs. At the vertical ASTs a spill of 250 gal occurred 7/10/1999. During spill cleanup the liner may have been torn. Extent of cleanup unknown. A soil sample collected on 10/20/2000, at 3.5 feet bgs, on the south side of the AST farm, contained DRO up to 5,700 mg/kg. Contaminated soil and/or stockpile remains at the ASTs evident by analytical, visual and olfactory senses. At the Power plant, more than twenty 55 gal. waste oil drums, a 5 gal. Uncovered waste oil pail, Pools of oil noted on liner, and staining and petroleum odor, were noted. |

Site Visit |
An initial site visit, performed by SLR, was completed on September 28 & 29 2009 before site work scheduled for the week of October 26, 2009. The building, which was impacted by flooding in 2009, contains two generators, two transformers, as least four batteries, 70-five gallon buckets containing petroleum, and the floor was stained. Outside the building a transformer, an old generator, debris and stressed vegetation was noted. Two ASTs, associated with the Old Power Plant were found lying down outside of their containment. No soil staining was noted, but one of the tanks may contain a small amount of petroleum. |

DEC received a draft PACP report for the Akiak Old City Tank Farm and Power Plant. The potential source areas that were identified in the report were the following: The ground beneath and around the ASTs and the fuel pipeline; the west side of the power plant building in the area of a former used-oil storage area where stressed vegetation was observed in 2009; the area beneath and surrounding hazardous materials (consisting of old mechanical devices and other debris, approximately 70 5-gallon waste oil containers, lead-acid batteries, generators, and transformers. Characterization is required at the site to determine the extent of soil and groundwater contamination. |

DEC held a meeting with the RP and six tribal council members on Wednesday December 18, 2013. During the meeting, the RP indicated that the old tank farm above ground storage tanks (ASTs) were removed from the site. He also indicated that 2 generators, 5 transformers, 20 batteries, and 47 5-gallon containers (of which approximately 15 contain liquid) were identified on the site and in the power plant building. He mentioned that a small dump truck, excavator, loader, and dozer were available and working in the city of Akiak. The RP and village council is very excited to begin a characterization at this site; however, they have no available funding. They are currently planning on contacting their legislator for funding for site cleanup. |

Reviewed the Site Assessment Report, dated February 2018 for the Akiak Old City Tank Farm and Power Plant site. The report documents site assessment activities performed at this site in August 2017. Two primary areas of concern were investigated: the old power plant, and the old tank farm.
A site inspection inside the old power plant identified five transformers (TR2 through TR6), 42 5-galllon used oil/lubricant buckets, roughly 25 lead-acid batteries, and two abandoned generators. The building was found to be in rough conditions, with perforations in the roof and a decaying wooded floor that was observed to be heavily stained. Rain water that enters through the roof pools onto the wooded floor and is eventually discharged to the soils below the power plant building.
One transformer (TR1) was observed outside of the building and appeared to have leaked at one time, as evidenced by staining. Samples of the dielectric fluid were collected from all six transformers to determine is PCBs were present. All transformer oil samples were non-detect for PCBs.
Two batteries were observed outside the north wall of the building. Surface soil samples were collected from below the batteries and were submitted for laboratory analysis of lead. Lead was identified in the samples up to 77.9 mg/kg, which is below the applicable cleanup level of 400 mg/kg.
Nine test pits were advanced around the perimeter of the power plant. The borings were advanced to a maximum depth of 12 feet below ground surface (bgs). Two samples were collected from each test pit where contamination was observed; one from the most contaminated interval and the second from a deeper internal not apparently contaminated. Diesel range organics (DRO) contaminated soil was present in the top 3 feet of soil up to 8,780 mg/kg, which exceeds the migration to groundwater (MTG) cleanup level of 250 mg/kg, but is below the risk-based ingestion cleanup level of 10,500 mg/kg. All samples collected from deeper intervals were below the most conservative MTG cleanup levels.
Nine test pit were also advanced around the former tank farm. Samples were collected in the same way, and from the approximate same depths as described above. DRO was encountered up to 6,960 mg/kg in the upper soil intervals, but was below the MTG cleanup levels in the deeper intervals.
Two additional soil samples were collected from below an old discarded generator near the tank farm. No contamination was identified below the old generator.
In summary, DRO contaminated soil exists in the surface or near-surface soils above MTG cleanup levels, but below risk-based cleanup levels. Groundwater was not encountered during this investigation, but soil sample results show limited potential migration to groundwater. It should be noted the materials stored in and around the power plant pose a potential future risk to the environment. |

Sent letter on this day stating that ADEC has determined that this site cannot be closed because of the impending future release of hazardous substances from the old power plant building, which is in overly poor condition.
In order for this site to be eligible for closure, the old power plant building must either be:
(1) Restored to the point where water is not infiltrating through the structure and leaching hazardous substances to the ground; or
(2) The hazardous substances currently stored inside the plant must be moved to another location or disposed of entirely.
