Problems/Comments

In 1999, an estimated 384 gallon diesel release occurred from a corroded pipeline leading to the Washeteria’s 8,000 gallon fuel tank during barge fueling activities. An estimated 250 gallons of fuel were recovered. In 2000, significant fuel odor and staining was observed throughout the spill area, especially in the low lying areas north of the boardwalk. Staining was also visible south of the boardwalk, along the length of the section of pipeline that was replaced since the spill. One soil sample collected 6 inches below ground surface contained a diesel range organics concentration of 90,700 mg/kg and a gasoline range organics concentration of 480 mg/kg, which is above the ADEC migration to groundwater cleanup level of 250 mg/kg and 260 mg/kg respectively. The drinking water source for the village is derived from snow melt and a lake reservoir. This site was addressed by the TAPL Program, until funding ran out.

9/20/2012 Site Visit ADEC performed a site visit on this date. Drinking water is no longer obtained from the lake adjacent to site. It is now obtained from a reservoir north of town. A new boardwalk has been installed parallel to the old one. Some sections of the old fuel line remain in place. Three horizontal 55-gal drums and one vertical 55-Gal drum was noted in the spill area. No obvious signs of contamination, such as stressed vegetation, odor etc. Grant Lidren

5/23/2017 Site Characterization Workplan Approved Site Characterization Work Plan conditionally approved on this date. The work plan is approved on the following conditions: 1) Soils will be tested for Polycyclic Aromatic Hydrocarbons (PAHs) by 8270D SIM.2)Decontamination and purge water will be run through a Granular Activated Carbon (GAC) filter before land applying next to the boring exhibiting the most impact. 3)A positive pressure pump being utilized in sampling the temporary groundwater monitoring wells to minimize the loss of volatiles. 4)If possible, depth to groundwater readings and groundwater flow direction are requested.5)Groundwater samples will be analyzed for Diesel Range Organics (DRO) by AK Method 102; Residual Range Organics (RRO) by AK Method 103, Gasoline Range Organics (GRO) by AK Method 101; and Benzene, Toluene, Ethylbenzene and Xylenes (BTEX) by SW 8260C. The sample taken from the well in the most impacted soil will also be tested for by 8270D SIM. 6)The Site Characterization Report should include the field notes. 11/14/2017 Site Characterization Report Approved The report was submitted via email on August 15 17, 2017 by Environmental Management, Inc. (EMI). The described field effort was conducted on May 31, 2017 and generally consisted of field-screening with a photo-ionization detector (PID), advancing soil borings, installing temporary groundwater monitoring wells, collecting soil and groundwater samples for laboratory analysis, and managing investigation-derived waste (IDW). 12/11/2018 Cleanup Complete Determination Issued Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required unless new information becomes available that indicates residual contaminants may pose an unacceptable risk. This Cleanup Complete determination is based on the administrative record for the Kwigillingok Pipeline Spill site which is located in the offices of the ADEC in Juneau, Alaska. This decision letter summarizes the site history, cleanup actions, regulatory decisions, and specific conditions required to effectively manage remaining contamination at this site. Amy Rodman
