Problems/Comments

The NORPAC Hill Seep Area is located just east of Bayshore Highway at the southeastern base of NORPAC Hill. Sheens of JP-5 from the seep are occasionally observed on the Kuluk Bay surface. The nearby housing areas, Kuluk Housing Area 6, used to have a JP-5 heating oil distribution system; all lines and ASTs have been removed. A fuel shutoff valve was also located near to this area. The Navy has investigated all probable sources and cannot locate sheen source. Is possible that the sheen is created from product seeping out of the shallow bedrock in this area. Product recovery selected under SAERA in OU A ROD. Site was removed from the OU A ROD by the OU A ROD Amendment for regulation under 18 AAC 75. Decision Document for Petroleum Sites with No Unacceptable Risks signed on May 20, 2005. Limited groundwater monitoring was selected for this site. Free product was detected in well 04-146 during the 2005 monitoring event, although no sheen was evident on Kuluk Bay. Three wells showed decreasing concentrations (04-405, 04-145, and NS-2) and two showed increases in concentrations (04-147 and 04-403). Not enough data is available for the site to establish a statistical trend.

4/25/2007 Update or Other Action Submitted comments on the Draft Annual Ground Water Monitoring Report. Primary areas of concern include: increasing trends in contaminant levels at several sites, Increased free product, and adherence to field sampling procedures. In general it appears that declining ground water levels are responsible for the increase in free product and dissolved contaminant concentrations. The Navy and DEC have agreed to reinstate free product recovery at those sites showing increases in free product. Guy Warren

The Navy has agreed to conduct additional free product recovery at those sites with increassed free rpoduct. 6/27/2011 CERCLA ROD Periodic Review The draft Third 5-Year Review was received. The purpose of the 5-Year Review is to evaluate the effectiveness of the remedy and determine if further action is warranted to protect human health and the environment. The document listed actions taken to address issues from the previous 5-Year Review, and offered new recommendations based on data collected from 2006 to 2010 from Operable Units A and B-1. It concluded that the remedy is functioning as intended at all but 4 sites and provided the following area-wide recommendations: 1. Update the current Comprehensive Monitoring Plan, Institutional Control Monitoring Plan, Operation and maintenance Plan, 2. Update the document repositories, 3. Assess and update as necessary the Community Relations Plan, and 4. Address action items identified during 2010 site inspections. The 5-Year Review recommends that monitoring be discontinued at the NORPAC Hill Seep Area site. Groundwater has met endpoint criteria and minimal product has been recovered from the site since 2007. 9/19/2011 Cleanup Complete Determination Issued ADEC issued a "Cleanup Complete with Institutional Controls" Determination. Minimal product has been recovered from site wells from 2007 to 2010, and so free product recovery ceased after March 2011. Concentrations of DRO in groundwater are below 10 times the Table C values, however they are above the most stringent Table C values, therefore Institutional Controls are required. Results of the sediment samples at the seep were below the endpoint established for South of Runway 18/36 in both 2009 and 2010. Institutional Controls in affect at the NORPAC Hill Seep Area are as follows: • An Equitable Servitude was established as part of the land transfer to ensure that all applicable land use restrictions are included on land titles to ensure that future land owners are aware of the restrictions. • Adak Downtown ground water use restriction. • Land use restrictions that limit use of the site to commercial/industrial and prohibit residential occupancy of the site. • IC excavation permits are required for proposed excavations at this site and signage indicating the soil restrictions must be posted. 3/11/2024 ANCSA Program Eligible This site meets the criteria for the EPA Contaminated ANCSA Lands program: the site is on ANCSA conveyed land, the contamination occurred pre-ANCSA conveyance, and there is documented proof of contamination that exceeds DEC’s cleanup values in 18 AAC 75. Excavation / Soil Movement Restrictions All excavation within the 'downtown area' of Adak, as defined in the Equitable Servitude to the Interim Conveyance Document, must be submitted to the City of Adak and the Navy for review three days prior to excavation. Annual report of excavation notifications included in the IC Inspection Report.
Restricted to Industrial / Commercial Land Use Equitable servitude restricts land uses to non-residential uses. Site is inspected and reported yearly to ensure there are no residential land uses taking place.
Groundwater Monitoring The Equitable Servitude restricts groundwater use in the Downtown Area. Site is inspected and reported yearly to ensure groundwater is not being used in the Downtown Area.
